Implementation: TRUST FUNDS

The Trust Funds serve as a mechanism through which Liberia’s partners can contribute to the implementation of selected programs, specifically the DDRR Programme, the Democratic Governance Programme, and the fight to combat AIDS and malaria. Trust Funds offer enhanced coordination, strengthened resource mobilization, provision of technical expertise, accountability and transparency in accordance with the regulations and rules of UNDP.

UNDP Liberia serves as the administrator of the following 3 Funds:

• Disarmament, Demobilisation, Rehabilitation, and Reintegration (DDRR): The DDRR Programme is the comprehensive disarmament, demobilisation and rehabilitation of all ex-combatants according to the Comprehensive Peace Agreement signed in Accra, Ghana in August 2003. The primary objective of the Trust Fund for the DDRR programme is to provide a vehicle for donors to pool resources and coordinate their support to the National Commission for DDRR.

The Trust Fund budget to implement the 3-year DDRR Programme is US$ 75 million.

• Liberian Emergency Governance Fund (LEGF): The LEGF provides coordinated financing of priority expenditures and technical assistance to key sectors, including part of the operating budget of the Government of Liberia, particularly with regard to the payment of civil salaries.

The Trust Fund budget to implement the 2-year LEGF is US$ 25 million.

• Global Fund to Fight Aids, Tuberculosis, and Malaria (GFATM): GFATM is a public-private partnership to address HIV/AIDS, TB and Malaria, and to strengthen country capacity of Government, Civil Society Organizations (CSOs) and the private sector to respond appropriately and collaboratively to these issues. UNDP is partnering with the GFATM to provide capacity development support to countries, particularly those with relatively weaker administrative capacities, to manage, increase delivery and track results of GFATM-financed responses to HIV/AIDS, TB and Malaria. UNDP Liberia serves as the Principal Recipient of the grant, with carefully selected sub-recipients chosen to perform the implementation of each of the 3 components of the program.
