Strategy & Policy UnitThe UNDP's Strategy and Policy Unit (SPU) provides policy and advisory services to the Government and other partners, It also supports economic analysis/intelligence, partnership building, aid coordination and resource mobilization, and the monitoring of project implementation. Globally, UNDP is the champion of the MDGs and it is within the SPU that MDG-related programme responses in Liberia are coordinated. Similarly, the unit is spearheading the MDG advocacy campaign that aims to create awareness of the MDGs at all levels of society ( MDGs in Liberia ). STRATEGIC STUDIES Millennium Development Goals Report 2004 UNDP is the global scorekeeper of the Millennium Development Goals ensuring that nations who are party to the Millennium Summit make frantic efforts in the achievement of the MDGs. The first MDG report on Liberia was published in 2004. The report analyzes efforts by the Liberian government to achieving the MDGs. With the availability of the much needed statistics, a project agreement has been concluded for the publication of a second report in 2008. Liberia Economic Review The Liberia Economic Review is an annual publication depicting the economic environment of Liberia and provides basic statistics and economic indicators towards the progress at reconstruction and development. The document is being refine and will henceforth take on a new nomenclature referred to as the Liberia Social Economic Review. National Human Development Report SPU is also the home for the Human Development Report. The second National Human Development Report for Liberia on the theme “Mobilizing Capacity for Reconstruction and Development” was published and launched in 2006 by Liberia 's President Ellen Johnson Sirleaf. The report examines the challenges and the absence of relevant capacities at the national, individual and societal levels and advances recommendations on who to deal with the challenges. Preparations are underway for the publication of the next report in 2008. Support to Capacity Building The realization of Liberia's development agenda is largely dependant on the capacity of people placed in relevant institutions and their ability to deliver the relevant policies that will transform the country. Hence, UNDP supports the government in three areas of capacity building, namely Transfer of Knowledge through Expatriate Nationals , Liberia Emergency Capacity Building Support Fund and Senior Executive Service. Through these programmes, professional Liberians in the diaspora have returned home and are contributing to the national development process. Support to Data Collection One consequence of the civil crisis in Liberia is the absence of relevant data for sound development planning. Over the last 14 years data for crucial economic and development planning and decisions have been based on estimates. UNDP supports the Co-Welfare Indicator Questionnaire (CWIQ) survey and the forthcoming National Census to be conducted in 2008. Kokoyah Millennium Village Project The Kokoyah Millennium Village (KMV) Project is an initiative that started in 2005 by the Kokoyah Development Association (KDA) and the National Transitional Government of Liberia. The project is intended to serve as a pilot of how the government, working with development partners and donor institutions, can pull resources and transform a typical village into a modern city with all the basic services including schools, water and sanitation facilities, health centers and roads among others. Development Dialogue Series Development Dialogue Series (DDS) is a policy discussion forum under the auspices of the Strategy and Policy Unit. It provides the opportunity for policy makers, government officials, civil society and people in the development community to present papers on issues and trends in the society. The DDS analyses major policies and their implication to the national development and reconstruction process. Policy and Analytical Support to Governance Programme Capitalizing on the expertise available, SPU is also providing policy and technical support to other programmes. A notable example is the Governance Programme where such support is being provided in the areas of Legislative Strengthening, Rule of Law, anticorruption and CSO policy and regulatory framework.
