DEMOCRATIC GOVERNANCEThe Accra Comprehensive Peace Accord (CPA) signed by the warring factions in the Liberian civil conflict identified poor governance as a major factor to the contributor to conflict. The election of President Ellen Johnson Sirleaf in 2005 brought some level of stability with the introduction of measures such as the Governance and Economic Management Assistance Programme (GEMAP), the Governance Commission (GC), the Liberia Anti-Corruption Commission (LACC), the Independent National Human Rights Commission (INHRC) and reform of the Civil Service. UNDP programme on Democratic Governance supports the PRS pillars on enhancing National Security and Strengthening Governance and Rule of Law. It addresses the issue of Strengthening Institutional and State Capacity and Consolidating Peace and Security. In this area, 6 AWP were signed with the Government.
