Background

UNDP in collaboration with the Government of Liberia launched the Small Arms Control and Micro-disarmament in July 2005 to increase security and promote peace, reconciliation and recovery at the local, community level and consequently the entire country. The programme aimed to capacitate communities and government to control small arms and light weapons (SALW) and armed violence. A one-year Preparatory Assistance Project (PA) was launched in June 2005 as a forerunner to a National Arm for Development Programme. Following the success of the PA, a national small arms programme is being developed with the support of the UNDP’s Bureau for Crisis Prevention and Recovery (BCPR) and the Government of Liberia. The national project a period of five years, beginning in July 2006, would initiate an Arms for Development project across the country, starting from the southeast. This project will help to promote the conditions for stability by supporting community arms collection in exchange for development projects. The removal of small arms from civilian hands is part and parcel of UNDP’s support to enhance community security, thus fostering community recovery.

In this regards, the UNDP is recruiting a Project Officer to manager the Capacity Building Project of the Liberia National Commission on Small Arms, Liberia National Police and Liberia Action Natwork on Small Arms (LANSA).

JOB SUMMARY

Under the guidance and direct supervision of the Programme Manager, the Project Officer is responsible for management of the capacity building of the Liberia National Commission on Small Arms, the Liberia National Police (LNP) and Civil Society. He/she works with the National Commission/Civil Society/LNP to increase their policy role in the control of small arms.

DESCRIPTION OF RESPONSIBILITIES:

His/Her responsibilities will include:

* Designing strategy and tolls for capacity-building of the National Commission, Liberia National Police and Civil Society in the field of reduction of armed violence;

* Assisting in the design of results-based assessment, monitoring and reporting strategy and tools for ensuring smooth project collaboration with the National Commission/LNP/Civil Society;

* Creation of strategic partnerships with and provision of policy advice to the Liberia National Police, the Liberia National Commission on Small Arms, Civil Society groups, including the Liberia Action Network on Small Arms, and project partners;

* Support to knowledge building and knowledge sharing;

* Prepare monthly reports on support to capacity building; and

* Any other duties as required.

THE CONSULTANT IS REQUIRED TO HAVE THE FOLLOWING ESSENTIAL QUALIFICATION, KNOWLEDGE AND EXPERIENCE:

EDUCATIONAL QUALIFICATIONS:

* Master’s Degree or equivalent in Social Science, Development Studies, Economics, International Law or Politics or related field.

EXPERIENCE:

*Three (3) to four (4) years of post Masters relevant experience at the national or international level in managing community-based projects, especially in capacity building of post-conflict institutions; and
* Proven hands-on experience in design and management of training programmes.;

KNOWLEDGE AND SKILLS:

*Excellent working knowledge of MS Office-Word, Excel, Access, Power Point, etc as well as experience in handling web based management systems;

* Familiarity with UN procedures preferable;

* Ability to actively work towards continuing personal learning and development in one or more Practice Areas, acts on Learning Plan and applies newly acquired skills;

* Must be self-starter with excellent demonstrated teamwork skills as well as focuses on result for the client and responds positively to feedback;

* Sound judgment, excellent analytical skills, strong networking and interpersonal skills, ability to plan, organize and coordinate work and to cope with a demanding workload is expected;

* Consistently approaches work with energy and a positive constructive attitude;

* Excellent analytical and evaluation skills; and

* Demonstrates openness to change and ability to manage complexity.

LANGUAGES:

* Fluency in spoken and written English. Knowledge of one of the regional languages will be an asset.

JOB SUMMARY

Under the guidance and direct supervision of the Programme Manager, the Project Officer is responsible for the management of the Community Arms Collection for Development. He/she analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within the Arms for Development Project. The Project Officer supervises and leads project support staff, coordinates activities of AfD partners, works in close collaboration with the Community Based Recovery (CBR) team and project staff in other UN Agencies, ensuring successful UNDP project implementation.

DESCRIPTION OF RESPONSIBILITIES:

His/Her responsibilities will include:

* Implementation of project strategies and assistance in the management of the project;

* Direct supervision and coordination of field office activities;

* Creation of strategic partnerships with and provision of top quality policy advice to the Project Management Committees (PMCs), District Development Committees, (DDCs), UNMIL, Civilian Police, Liberia National Police, county and district officials, local NGOs and CBOs, etc to facilitate voluntary arms collection in exchange for development projects;

*Support to knowledge building and knowledge sharing;

* Design of results-based assessment, monitoring and reporting strategy and tools for ensuring smooth project implementation;

* Creation and management of databases on arms-related crimes;

* Compilation of all field reports on Arms for Development;-

* Prepare monthly reports on support to capacity building; and

* Any other duties as required.
