Background:
The Liberia National Commission on Small Arms (LINCSA) is formulated to assist the Government of Liberia to define, formulate, and coordinate policies towards the control of Small Arms and Light Weapons (SALW) and armed violence at the national, county and local levels of sub-national government. The objective of LINCSA is to harmonize government response to the systematic proliferation of small arms described by the UN as ‘weapons of mass destruction'. More than 250,000 people were killed in the Liberia civil war (1999-2003). The effective control of SALW is to strengthen Government's capacity in the rule of law, democratic governance, and economic recovery. And thus contribute to poverty reduction.

The successful reform of the security sector is a key element for peace, sustainable development and democracy in Liberia and the Mano River Basin (MRB). Security Sector Governance (SSG) in Liberia is part of the Comprehensive Peace Agreement (CPA, 2003) that ended the civil war. SSG is directly link to the control of small arms and other parts of Explosive Remnants of War (ERM). Military and police forces play a significant role in the medium to long-term success in post-conflict societies. SSG should be seemed as part and parcel of the general reform (inclusive of Civil service and judicial reform) needed in post-conflict states. The security environment in Liberia has improved since 2004. SSG aims at professionalizing of the security services. It also aims at capacity building of democratic, accountable and transparent security services that have human rights and democratic control as its cardinal principles.

The uncontrolled proliferation and illicit trafficking of small arms and light weapons (SALW) is a major challenge in West Africa particularly in the Mano/Cavalla River Basins. Problems related to SALW pose a serious constraint to economic and social development in Liberia .

In 1999, UNDP facilitated a regional Small Arms and Light Weapons Regional Implementation Plan known as the Programme for Coordination and Assistance for Security and Development (PCASED). Building on the political will and commitments in the UN, ECOWAS, and other fora, it aimed to provide a framework of agreed approaches and measures to tackle SALW in the region. The plan covers: voluntary arms collection for development, Security Sector Governance, Legislative and Administrative Capacity, SALW Collection and Disposal Programmes, SALW Awareness, and capacity building of the National Commission and civil society. A revised plan was issued in 2005 that takes account of the changing diplomatic, operational and security dynamics within the West African conflict system. The new project is the Ecowas Small Arms Control Programme ((ECOSAP).

Accountability

Under the overall supervision of the UNDP, the CTA will take responsibility for providing overall technical and strategic guidance to the operations of the Liberia National Commission on Small Arms (LINCSA), Ministry of Justice (MoJ), Governance Reform Commission (GRC) and Liberia Action Network on Small Arms (LANSA) by strengthening national and regional capacity to control and reduce the proliferation and misuse of small arms and light weapons/SSG and thus contribute to enhanced stability, security and development in the early recovery to development phase. The CTA will also provide technical services to UNDP programmes in the mainstreaming of conflict prevention, and also contributes to securing development, consolidation of peace by building the capacity of the civilian Security Sector, arms for development, and reduces armed violence. The CTA shall take responsibility for strategically positioning/strengthening the position of LNCSA within national governmental and political context ensuring that ‘security is first'...

Under the overall guidance of the Country Director, the Chief Technical Advisor (CTA) shall be responsible for managing the efficient and effective planning and implementation of the activities in order to obtain the best value for resources used.

The Chief Technical Advisor (CTA) shall provide strategic advice to country office management on how to mainstream conflict prevention and peace building, one of the main focus areas of UNDP. He/she shall analyze and interpret with authority BCPR guidelines on conflict prevention and reduction of armed violence policies, DDRR, and also the financial rules and regulations where related to, and provide appropriate and practical solutions to a wide spectrum of complex issues related to conflict prevention.

•  IMPACT OF KEY RESULTS/KEY PERFORMANCE INDICATORS

The general impact of this post will be the consolidation of peace, security and recovery in Liberia and the MRU. Enhanced security in Liberia impacts the MRU plus Cote d'Ivoire and governance in general.

•  Enhanced rule of law, and democratic security environment for reconstruction process.

•  LNCSA is enhanced in its primary role for the coordination of security sector policies

•  poverty/armed violence reduction

•  Reduction in Small Arms and other Explosive Remnants of War (ERW) across the country in facilitation of return of refugees and IDPs to their farming activities

•  Collection, destruction of UXOs, reduces medical spending of government.

•  Democratic security institutions, less human rights violation, general confidence in governance

•  Reduction in cross-border illicit arms trafficking through MRU and ECOWAS .

Errors in decisions will adversely impact the integrity of the CO and the entire organization in general, and could lead to serious conflicts, where armed violence conflicts dominate, development suffers.

III. KEY RESULTS EXPECTED/MAJOR FUNCTIONAL ACTIVITIES

Summary of Key Functions:

•  Elaboration and implementation of SSG/ armed violence strategies.

•  Provide overall leadership and management to the timely and efficiently implementation of small arms control

•  Guide and support the implementation of all activities through the LNCSA, MoJ, and GRC

•  Overall management of, and guidance to, the efficient implementation processes i.e. capacity building

•  Advisory and technical support to programme implementation and timely delivery of programme outputs/report to CD and development partners

•  Demonstration and facilitation of learning, knowledge building and sharing

In close collaboration with the UNDP/BCPR, ECOWAS, ECOSAP, MRU, and Government of Liberia and other appropriate stakeholders, the CTA will undertake a number of tasks:

* Maintain close liaison and coordination with UNPOL and other UNMIL Units aimed at achieving coordination within an overall SSG programme.

* Lead support to the implementation of the National Security Strategy and Security Pillar documents through the GRC/Security Pillar.

* Maintain continuous liaison with Security Pillar. Provide cooperation with appropriate ministries, international organizations, civil society and other structures

* Assure developing standards, regulations, policies, procedures, guidelines for SSG and small arms control in Liberia

* Travel extensively to the countryside in order to persuade counties/chiefdoms to further engage in SALW control and SSG issues and to provide the appropriate programmatic and technical assistance and support.

* Assess SALW and their socio-economic and security impact in the Mano/Cavalla basins, in order to define initial recommendations for a well coordinated UNDP and other stakeholder response in Liberia .

* Provide programmatic advice and assistance for the development and implementation of holistic SALW Control interventions by appropriate stakeholders across Liberia .

* Provide expert technical advice on the development and implementation of SALW collection, destruction and stockpile management programmes in accordance with best international practices, ensuring that the ‘duty of care' of the international community is considered during all phases of development and implementation.

* Systematically analyze and disseminate key findings regarding customs and borders throughout the region, and create a network of partners to address the exports, transfers and illicit trafficking and flows of weapons.

* Ensure that the UNDP/UNMIL Country Office response to SSG/small arms problem corresponds accordingly to the different needs and resources of Liberia .

* Oversee the formulation of concrete project activities in consultation with governments, UNDP country office and other appropriate organizations.

* Support resource mobilization efforts and actively identify and take advantage of funding opportunities for initiatives directly and indirectly relating to the fulfilment of the objectives of the programme, at national and regional levels.

* Communicate successes and new developments in this field to senior members of the National Commission, key donors and partners, and actively brief them on opportunities for cooperation. Make a significant contribution to the UNDP Country Office SALW Knowledge Management process at both the strategic and operational levels.

* Liaise closely with UNDP Country Offices in Guinea , Sierra Leone and la Cote d'Ivoire , ECOSAP, and RBA to provide expert advise on project formulation documents, and ensure consistency in the managing and branding at Mano/Cavalla river basins of UNDP's involvement in the ECOSAP, work in relevant programming and communication tools and instruments.

* Perform any other duties as might be required for a successful and well co-ordinated stakeholder response to address the problems of illicit small arms proliferation and SSR in West African sub-region.

* Support the development and operationalization of the National Commission on small arms

* Evaluate offers and make recommendations for the evaluation of the programme internally and externally.

Others:

- Backstop Other CTA/Managers, when required.

- Monitor, coach, and evaluate the performance of staff;

- Attend Programme and Management meetings;

- Perform all other auxiliary functions as required.

  V. Educational Qualifications and Experience

Education: A Masters degree in the Humanities or a relevant discipline

Experience: A thorough understanding of Small Arms Control and SSG in post-conflict societies including 2006

ECOWAS Convention on small arms/UNPoA, 2001.

•  Over 10 years experience in working directly with projects and programmes related to SSG/SALW Control.

•  Extensive experience in working with governments, local communalities and the diplomatic community.

•  Knowledge of resource mobilization processes of multi and bilateral donors, combined with experience in project development and fund raising.

The following experience is also highly desirable:

•  Formal qualifications and operational experience in Community Arms Collection for Development, Ammunition Management, and workings of the National Commissions on small arms and related issues.

•  Familiarity with UN programmes and projects, particularly UNDP would be an asset.

•  A sound knowledge/experience of the West African sub-region

•  Working knowledge of at least one other official UN language and knowledge of other languages used in the region.
