Background:
UNDP Liberia is a key partner to the Global Fund to Fight AIDS, TB, and Malaria (GFATM) and has been selected as Principal Recipient for the implementation of Phase I of the Global Fund Round 6 HIV/AIDS Grant (LBR-607-G04-H).

In its role as Principal Recipient, UNDP is responsible for the financial and programmatic management of the GFATM grant as well as for the procurement of health and non-health products. In all areas of implementation, it provides capacity development services to sub-recipients and implementing partners.

For the implementation of the Global Fund program, UNDP Liberia has established the Program Execution Unit (PEU) that will coordinate the implementation of the Grant and provide general guidance of Global Fund rules and procedures to all Sub Recipients participating in the implementation of the Grant.

he Global Fund Manager will report to the Deputy Resident Representative/Program and will be responsible for the overall coordination and management of the programmatic and financial aspects of the Global Fund Grants in Liberia . His/her responsibilities include

Responsibilities:

•  Oversee and coordinate programmatic and financial management of the Global Fund Grants in Liberia .

•  Establish working procedures related to the management of GFATM project and oversee their compliance during the duration of the program.

•  Coordinate implementation of the capacity development of the Ministry of Heath.

•  Coordinate with the Country Coordinating Mechanism (LCM) and other external local stakeholders including but not limited to the Ministry of Health and other Ministries, country offices of the organizations within the UN system, other country projects in the field of HIV/AIDS.

•  Assess needs of Non-Governmental Organization (NGO) partners and assist in reinforcing capacities for effective programme implementation.

•  Ensure that projects managed by NGOs are executed according to action plans and within established budgets.

•  Advise NGO partners on strategies to be put in place to facilitate results-based implementation of programme activities.

•  Assess the programmatic impact and oversee the appropriatness and the accuracy of methods use to verify progress and the results.

•  Ensure timely submission of financial and activity reports by the NGOs as well as adequate financial management of allocated resources.

•  Oversee timely preparation of reports for UNDP and the Local Fund Agent (LFA).

•  Coordinate with corporate UNDP services to ensure that expected results are delivered in a timely manner.

•  Supervise the Global Fund Unit Procurement Officer and Financial Manager.

•  Disseminate best practices for management of HIV/AIDS projects at the local level.

•  Share experience/ best practices on the UNDP- GFATM partnership network

•  Must be fluent in spoken and written English

Educational Qualifications and Experience

The GFATM Manager will be required to have:

•  A Masters Degree preferably in Public Health or Social Sciences with at least 10 years of relevant experience in public health, international development or project management, and at least 2 years in the field of HIV/AIDS, Malaria and Tuberculosis.

•  Excellent managerial and analytical skills.

•  Strong communication skills.

•  Sound knowledge of financial procedures.

•  Knowledge of the UNDP and Global Fund rules and regulations .

•  Experience with Non-Governmental Organizations (NGOs) and development aid.

•  Good knowledge (writing, speaking, reading) in English

•  Computer literacy, in particular experience with Microsoft Office products and ERP (people soft) is highly desirable prerequisite.
