Under the supervision of the Programme Manager of the Global Fund for AIDS, Tuberculosis and Malaria, the Consultant will carry out the following tasks:

* Primary Deliverables:

1. Complete a draft checklist, and concept note for basic PMTCT start up.

2. Support the finalization and dissemination of the PMTCT guidelines

3. Conduct an assessment of 7-20 potential PMTCT service delivery sites and existing services for referrals.

4. Develop and conduct a sectoral study of sero-prevalence among pregnant women.

5. Develop a training curriculum for PMTCT.

6. Develop a communication strategy for PMTCT

7. Develop data collection tools for a monitoring /evaluation mechanism for PMTCT

* Secondary Deliverables:


1. Provide technical advice to the NACP for the development/ refinement of the National PMTCT Programme Strategy.

2. Provide technical guidance to the Ministry of Health in establishing a PMTCT unit within the NACP and a PMTCT coordinating body

* Perform other tasks as may be required and assigned by supervisors.

QUALIFICATION, KNOWLEDGE & EXPERIENCE

* Obstetrician/Gynaecologist

*Public Health Specialist (policy/management; health promotion/disease prevention)

* Reproductive Health, Clinical Program Specialist

* Coordinated HIV/AIDS web-based policy Think Tank in international researchers in countries

* Experience in the assessment, planning, development and implementation of PMTCT services in low resource settings

* Experience in programming for PMTCT in low resource settings

* Current knowledge of development and technology in PMTCT field

* Proven ability to conceptualise, develop and plan as well as transfer knowledge and skills to build institutional capacity

Operational Skills

* Excellent organizational and presentation skills;

* Strong inter-personal skills with ability to promote participation and teamwork;

* Fluency in oral and written English

* Background or familiarity with conflict and post conflict settings

* Strong computer skills (Excel spreadsheet and word processing applications, etc.).
