Objectives

Manage and oversee the County Support Team (CST) project aimed at building the capacity of local administration in assessing, planning, raising resources for and delivering essential services in support of the consolidation of state authority and recovery.

Background

In support of the Government's efforts to prioritize the counties and ensure coherence between national and county-level policies and actions, the UN has formed County Support Teams (CSTs), which bring together the UN at the county level to assist the authorities with the restoration of civil authority as well as with the planning and development management support.

To support the CSTs, a joint UN project, administrated by UNDP, is assisting the county administration with rehabilitation of infrastructure, capacity-building and strengthening of information and data management. To manage and oversee this project, a Consultant needs to be recruited.

 Scope of Work and expected output

Under the overall supervision of the Deputy Special Representative to the Secretary-General (DSRSG)/UN Resident Coordinator (RC), in close collaboration with the UNDP Country Director and under the direct supervision of the Early Recovery Support Officer, the Consultant would undertake the following duties and responsibilities, in close consultation with the CST technical team (Ministries of Internal Affairs and Planning and Economic Affairs, the O/DSRSG/UNMIL, RCO and UNMIL Civil affairs).

•  Provide overall responsibility for achievement of the project in the three areas, namely rehabilitation of infrastructure, capacity-building and strengthening of information and data management.

•  Ensure regular monitoring/assessment/evaluation and reporting of the project.

•  Organize and participate in the monthly Joint Steering Committee meetings as well as follow-up issues raised.

•  Liaise with the Government (Mainly Ministries of Internal Affairs and Planning and Economic Affairs), UNDP units (including NIMAC), the UNCT, UNMIL (mainly O/DSRSG and Civil Affairs), project staff to ensure smooth running of the project and with donors to ensure complementarity of efforts.

•  Provide guidance and supervision to county-based staff in relation to the project, in close consultation with UNMIL Civil Affairs.

•  Participate in the CST National Field Coordinator Working-Group, technical team and the working groups on infrastructure, information and capacity-building.

•  Undertake regular field visits to support project staff based in the 15 counties.

The following outputs are expected by the Consultant:

•  Work-plan implemented in the three project areas in close collaboration with relevant partners.

•  Regular monitoring, assessment, evaluation and reporting system set-up.

•  Monthly Joint Steering Committee meetings successfully held, and

•  Regular guidance and support to project field staff provided.

Reports

The Consultant will present his results on a continuous basis within the framework of the CST technical team, at the Joint Steering Committee, during work-shops and through the monthly reports.

Input

The Consultant would be based in the Ministry of Internal Affairs and would be provided with transportation and computer.

Qualification, knowledge and experience

 The following key qualifications and skills would be required:

•  Advanced university degree (Masters or equivalent), preferably in humanities, political or social science, international development, political economy, public administration, economics, natural resource management, agriculture science or other relevant field; or the equivalent contribution of education and experience in a related area.

•  At least 5 years experience in post-conflict contexts with programme development, management, monitoring and evaluation techniques.

•  Sound knowledge and experience in local capacity development.

•  Full working knowledge of English, including excellent drafting and presentation skills.

•  Excellent computer skills (especially Microsoft office applications) and ability to use information technology as a tool and resource.

 Operational skills

•  Capacity to perform effectively under pressure and hardship conditions;

•  Strong interpersonal skills with ability to promote participation and team-work, networking aptitude, ability to work in a multicultural environment;

•  Ability to take initiatives for pre-emptive measures and most efficient and effective approach to achieve results and highly motivated and flexible;

•  Excellent interpersonal and organizational skills;

•  Excellent cultural sensitivity to effectively interact with a cross section of government officials, UN staff, member of donor organizations, international and national NGOs and civil society representatives.

•  Ability to undertake field travel in order to achieve objectives.

•  Active commitment to promoting interest of marginalized people.
