Request for proposalUNITED NATIONS DEVELOPMENT PROGRAMME
Terms of Reference Background The Project “Support to women to testify to the TRC” was developed jointly by the Ministry of Gender and Development, the Truth and Reconciliation Commission and UNDP. The project has now received funding from the French Government through the Bureau for Conflict Prevention and Recovery (BCPR) at UNDP Headquarters, New York . The project is guided by a Project Steering Committee (PSC) chaired by the Truth and Reconciliation Commission. The main objective of the project is for NGOs/CSOs with appropriate skills and capacity to enable war affected women to testify to the TRC. A major avenue to achieve this objective will be to create mass awareness about the role of the TRC among women affected by conflict and coach them on how to give proper testimony at the TRC in a protected and gender sensitive manner. Assignment: The PSC is looking for suitable Non Governmental Organizations/Community Based Organizations to submit proposals for supporting women to testify to the TRC. The NGOs/CBOs selected will carry out the following duties:
Qualifications The CBOs/NGOs should be legally established under the laws of the Republic of Liberia and submit a valid registration certificate ; The organisation should have extensive knowledge in the role of gender in national development The organisation should have experience in supporting women particularly those under difficult situations The organisation should have the capacity to help/coach women to give testimonies to the TRC in a gender sensitive manner. The organization should have a track record in the design and production of messages (jingles), spot messages and as well as the design and production of mixed-media products including posters and TV advertising; Experience in managing donor funded projects preferably through UN agencies; and Adequate experience in working in Liberia 's multi-cultural environment Bid Submission Interested NGOs/CBOs should submit a proposal outlining proposed methodology of undertaking the aforementioned tasks, work plan with clear deadlines for defined tasks and the proposed budget to undertake these tasks. Interested NGOs/CBOs should please submit their proposal as a sealed expression of interest to UNDP Office, Sekou Toure Avenue , Mamba Point, Monrovia , Liberia marked “Women and Leadership / Production of messages and material” no later than 12 noon 20 July, 2007 . Please remember to include copies of the registration of your NGO/CBO and reference information from any UN projects which your organization has implemented.
