I. Background to the project:

Community based recovery is critical to lasting and sustainable peace and socio-economic recovery. The transitional strategy is detailed in the national RFTF and in the iPRS which are serving as points of reference for coordinating national and international recovery interventions supported by the GOL, UNDP, other UN Agencies, the World Bank, and bilateral donors. The Community Based Recovery Program (CBRP) is a critical component for the realization of the national recovery strategy. It will put in place functioning community level social and economic networks so as to ensure the absorptive capacities of host communities, comfortably accommodate the returnees and ensure lasting and sustainable peace.

The program objectives include:

" Strengthening local community and County structures in the planning and management of recovery and reintegration interventions
" Promoting sustainable livelihoods by providing credit, training, and other inputs to rehabilitate basic socio-economic structures
" Enhancing reconciliation and social and ethnic cohesion and
" Encouraging the participation of women in the economic and social life of their communities

In Lofa County, the CBRP program is currently present through 57 micro projects, on going and completed, in the sector of education, health, markets and feeder roads rehabilitation, water and sanitation, and is supporting the District Development Committees of the six districts through two training sessions, continuous cooperation, joint identification and monitoring of the projects, and a support package.

In its next phase, the CBRP is targeting especially the economical recovery through micro finance-small business programs, with a special attention to woman and youth groups of Lofa County communities.

II. Key Duties and Responsibilities

Under the overall supervision of the CBRP Project Coordinator based in Monrovia, the incumbent will be responsible for the performing of the following tasks:

" Manage the day to day affairs of UNDP Office in Voinjama including oversight of admin/finance, technical and project management and supervise all UNDP staff in the field office;
" Coordinate and support interagency cooperation, particularly with UNHCR, UNICEF, WFP, FAO, ILO, UNMIL, WB, Habitat and other UN Agencies and International Donors Organizations and NGO present in the County. Represent UNDP in County Support Team, cluster groups, ASMT and towards local Government;
" Represent, along with the Support, UNDP and the CBR program at network, donor, interagency and internal meetings as required;
" Support all inter-agency activities with special reference to the new opportunities cited in the Country Programme including the UNDAF, CCF, the iPRS, the 4Rs.
" Work closely with the UNDP PMU in Monrovia to apply the UNDP DEX guidelines. Act as UNDP focal point for any other UNDP programs to facilitate missions, field visits, workshops and other activities in the County;
" Assist in the information sharing and creation of synergies among UNDP programs in the County (CBR, Small Arms, DDRR, WB, HSF, others).
" Pertinent to CBR project document, review and assess the project areas, needs and priorities of the community people using participatory (PRA/RRA) methods, analyzing socio-economic data. Assist the community people to identify, select and prioritize rural infrastructures and other development programmes to meet their felt need.
" Conduct participatory monitoring of the project activities and involve other stakeholders in the program monitoring
" Identify, in collaboration with the CBR programme national staff, government and the key stakeholders in the County and districts, project interventions which support economic recovery, for instance those relating to micro-finance;
" Submit to the Program Manager a monthly progress report detailing the activities performed during the month, highlighting achievements and making recommendations for future activities.

III. Education and required work experience:

Master Degree in Social Sciences, Development, Economics or Management; minimum 3 years of experience in community based work in a post conflict environment with an international organization; proven project management skills, including identification, implementation and monitoring; experience in team coordination; experience in working with communities; experience in managing projects in the area of rural socio-economic rehabilitation.


IV. Competencies and skills

Professionalism, teamwork, planning and organizing, leadership/building Trust; Fluency in English, oral and written is essential; computer skills (word processing, spreadsheets, etc)
