A. Background Information/Task Context

" When the UN System works together to provide a well coordinated, focused, and coherent response to the country's priority problems, the impact it can have is much greater than when UN agencies work alone. No single agency has the range of funds, skills, knowledge, and experience to tackle the multi-dimensional causes of poverty. Working together, the UN System can provide advice and assistance in a wide range of issues, and can ensure that the support provided by each agency is complementary, rather than duplicative.

" UNMIL and UN Country Team coordination and collaboration takes place within the integrated mission framework and also through an avowed principle of one UN under a single leadership. The Deputy Special Representative of the Secretary-General (DSRSG) of UNMIL is also the Resident Coordinator and it is this function the RC Office supports, in close collaboration with the Office of the DSRSG. During the coming years the transition from UNMIL to UN Country Team will be important for the RC Office, not the least in supporting ways of maximizing the UN resources.

B. Job Summary

Under the supervision of UNCT Coordination Officer and Special Assistant to the Resident Coordinator the National Programme Officer's principal task is to support the UN Country Team and assist the Resident Coordinator's Officers in promoting UN coordination.


Specific functions include:

1. Coordination within United Nations in Liberia

" Heads of Agency meetings: Assist coordination of regular meetings including participating in meetings and preparing minutes, ensuring follow up to meeting's decisions as necessary.
" UN Development Assistance Framework (UNDAF): Assist in implementation of the 2008-2012 UNDAF, including support to UNDAF Theme Groups, joint programme reviews, annual reviews and evaluations.
" Common services: Provide support to common services such as organize meetings and support follow-up actions in the areas of communication, security, transportation and common premises.
" Inter-Agency Programming Team Meetings: Ensure effective functioning of the Team by organizing meetings and support follow-up actions.
" Joint Programmes: Support preparation of joint programme on Food Security and implementation of other joint programmes including the County Support Teams.
" UN Support to PRSP: Assist the RC office in coordinating the UN Country Team (UNCT) support to Government in development and implementation of the national Poverty Reduction Strategy.
" Prevention and Response to Sexual Exploitation and Abuse (SEA): Assist coordination of regular UNCT SEA Focal Point meetings and preparing minutes, ensuring follow-up to meetings decisions as necessary.

2. Advocacy and Communications

" Joint UN Advocacy: Promote and facilitate joint UN advocacy through a range of activities organized around selected UN themes including: UN Position Papers (policy papers); joint UN statements, events and activities (e.g., on UN/Intl Days).
" Facilitate Information Flows within UN System: Support the systematic flow of information among the UN global system/UNDGO, the UN Resident Coordinator, and the UN System in Liberia.
" UN Public Information: Support the RC office and the UN Communications Group in implementing and up-dating joint information tools.
" Newsletter: Prepare quarterly UN in Liberia Newsletter.
" Website: Up-date the website as necessary.

3. Support to the RC and RC Office

" Annual Report of the Resident Coordinator: Assist in the preparation of an annual UNCT work plan and report on activities.
" Report to UNCT on SEA: Assist in preparation of periodic reports to the country team on SEA prevention and response activities and results.
" Support to Incoming Missions: Coordinate and organize visiting missions related to the UNRC system, preparing work program, arranging meetings and preparing background materials, as necessary.


C. Key competencies required

" A Master's degree in economics, social sciences, international relations or development studies
" At least 3 years relevant working experience.
" Sound judgment, as well as professionalism and maturity. Ability to organize work efficiently and deal with a heavy workload
" Ability to work in harmony with s/m of different national backgrounds in a mutually supportive team approach
" Ability to organize and co-ordinate many diverse tasks in order of priority and to work independently.
" Ability and willingness to take initiatives and be pro-active ensuring results.
" Communication skills and capacity to initiate and sustain relationships with UN agencies; communicates sensitively and effectively across different constituencies
" Dependability and reliability, initiative and acceptance of needed responsibility
" Advanced computer and internet-use skills are required (including MS Word, MS Excel, Netscape).
" Excellent writing and oral skills in English.
" Must be a Liberian.
" Knowledge of the UN system and other international organizations is a strong asset.
