BACKGROUND: UNDP in collaboration with the Government of Liberia launched the Small Arms Control and Micro-disarmament in June 2005 to increase security and promote peace, and recovery in Liberia. The programme aimed to capacitate communities and government to control small arms and light weapons (SALW) and armed violence. A one-year Preparatory Assistance Project (PA) was launched in June 2005 as a forerunner to a National Arms for Development Programme. Following the success of the PA, a national small arms programme is being developed with the support of the UNDP’s Bureau for Crisis Prevention and Recovery (BCPR) and the Government of Liberia. A key activity of the national programme include facilitating community arms collection for development, and capacity building of the Liberian National Commission on Small Arms. The Government of Liberia has committed itself to working with UNDP to help operationalize the Liberia National Commission on Small Arms (LINCSA). In 2005, the National Transitional Government of Liberia established the Technical Working Group on Small Arms that will evolve into a national commission. The legal basis for the establishment of the Liberia National Commission on Small Arms (LINCSA) is a legislation to be submitted to the national legislature for enactment into law. In this regard, the Technical Working Group on Small Arms and UNDP are seeking the services of a reputable Liberian legal practitioner (individual or company) to draft an Act to Establish the Liberia National Commission on Small Arms. The new legislation will be linked to the United Nations Programme of Action to Prevent, Combat, and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects (UNPoA, 2001) and the draft ECOWAS Convention on Light Weapons. DUTIES AND RESPONSIBILITIES: Working under the direct supervision of the UNDP’s Small Arms Control Programme Manager and the Technical Working Group on Small Arms, and in consultation with other key stakeholders, the National Consultant shall: * Draft an Act to establish the Liberia National Commission on Small Arms, taking into account the ECOWAS position of harmonizing laws in the sub-region and UN General Assembly Resolution 1325; * On the basis of the above, work with the Government of Liberia, the Technical Working Group on Small Arms, UNDP and other stakeholders in defining the medium term implementation strategy and action plan of LINCSA; * Outline a suitable institutional framework for implementation of LINCSA’s mandate, including partnership arrangements; * Hold briefing and debriefing sessions with UNDP Small Arms Control Programme and the Technical Working Group on Small Arms; and * Any other duties as required. THE CONSULTANT IS REQUIRED TO HAVE THE FOLLOWING ESSENTIAL QUALIFICATION, KNOWLEDGE AND EXPERIENCE: EDUCATIONAL QUALIFICATIONS: * Least a Masters Degree in Law. EXPERIENCE: * Minimum of five (5) years relevant experience in similar or related fields; * Familiar with small arms or security sector reform issues; and KNOWLEDGE AND SKILLS: * Excellent working knowledge of MS Office-Word, Excel, Access, Power Point, Intra-Internet etc; * Have practical experience in small arms/armed violence/human rights and security related activities and programming, with comprehensive knowledge and understanding of Liberia and the Mano River Union and la Cote d’ Ivoire desirable; *Familiarity with UN procedures preferable; * Must be a self-starter with excellent demonstrated teamwork skills; * Be experienced in working with international organizations in Liberia and experience gained in countries emerging from conflict would be advantageous; * Must be a Liberian citizen and able to meet strict deadlines; * Sound judgment, excellent analytical skills, strong networking and interpersonal skills, ability to plan, organize and coordinate work and to cope with a demanding workload is expected; and * Knowledgeable in drafting laws and policy for commissions, public corporations, etc;. Duty Station : Monrovia, Liberia (With constant travel up country) Duration : Three (3) Months Type of Contract : Special Service Agreement This vacancy is open to applicants of either sex. Preference will be given to equally qualified women candidates. BACKGROUND: Liberia is just emerging from 14 years of civil war, which among other things has shattered the governance system. The war is primarily attributed to consistent bad governance for over a century. The peace agreement signed in August 2003 in Accra, by all the warring factions in the Liberian conflict, provided for among other things, the establishment of the Governance Reform Commission (GRC). The Goal of the programme put in place by the GRC is to develop the foundation for promoting, sustaining and ensuring good governance in post-war Liberia. The recent elections in Liberia in October and November 2005 ushered in a democratic and competitively elected Presidency and legislature. One of the main priorities of the new political dispensation of Liberia is strengthening democratic governance based on the principles of meritocracy, participation of citizenry, accountability and transparency. The UNDP Governance programme, one of the key thrusts of the Liberia Country Office programme framework, has the following objectives: * To contribute to the on-going post-war national reconstruction and development efforts in Liberia, with specific emphasis on good governance and sound economic management; * Arising from the above, to strengthen public institutions/organizations responsible for economic management, public sector reforms and gender empowerment, so as to make them more efficient, transparent and accountable in the performance of their onerous functions; and * Support the government of Liberia in restoring capacity (technical and logistical) for the effective and efficient operation of the government institutions and agencies in collaboration with other donors The Governance Reform Commission (GRC) has a programme of work
to strengthen public sector institutions to serve a vehicle for
social transformation and economic development; it is required
to develop policies, to draft and implement laws and to manage
the system defined by laws; to deliver services and manage the
public expenditure. * Conduct a census of civil servants; * Review of mandates functions and structures of Ministries and agencies; *Prepare a Code of Conduct for Public servants; * Revise civil service rules and regulations; * Prepare a blue print for decentralization; * Develop a draft national Leadership Programme; and * Formulate a program for developing a National Shared Vision. Following the completion of the review of mandates, missions, functions and structures of Government Ministries and Agencies and the data generated from the civil service census; GRC now needs to follow up with assessment of manpower needs of the public service and defining ideal establishment for Government ministries and Agencies. In addition the GRC needs to enhance the management and operation of the Public service and obtaining the necessary information by analyzing the data collected through the Census of Liberian Civil Servants. THE REQUEST The GRC therefore requires the services of two international
consultants and one national consultant to assist GRC determine
optimum staffing levels in selected three key ministries namely,
Ministry of Finance; Ministry of Planning and Economic Affairs;
and the Ministry of the Internal Affairs (MIA). The choice of
these institutions as pioneering the implementation of public
service reforms can be explained as follows:
The consultants will carry out the following tasks: A. Undertake an assessment of manpower needs in each of the three selected ministries and defining ideal establishment of the three ministries. This is an important activity which is establish the optimum number of staff required to deliver on the mandates of the Ministries effectively and efficiently at the least cost to government. B. Define Job description -. This activity will define the type of work, which the staffs are supposed to do to enable the Ministry or Agency to deliver on its mandate. The consultants will assist the Ministry/Agency to define and properly document the essential and relevant type of work, which the individual staff member is supposed to carryout in relation to outputs of his or her department and the Ministry as a whole. Job description will be done for key positions of the Ministry
or Agency i.e. heads of department, heads of sections and heads
of units. The consultants will assist the Ministry to determine
the relevance (contribution) of each job as it relates to the
expected outputs and the overall mandate of the ministry to the
effect that irrelevant or redundant jobs will be phased out. D. The consultants will review the National Census of the civil servants report and determine the implications of the findings to government and recommend appropriate measures to address the issues therein. EXPECTED OUTPUTS: The expected outputs are: * Redefined proposed organization structures of the 3 Ministries and Agencies; * Proposed staffing levels for 3 Ministries above; * Proposed job descriptions and person specifications for key senior positions in the 3 Ministries; and * A report of the analysis of the data of the National Census of Liberian Civil Servants. The Consultants will present the above outputs to stakeholders in workshops that will be organized by the GRC. The national consultant will be working with two international consultants to carry out he above tasks. He will serve as focal point for liaison with the selected sector ministries. THE CONSULTANT IS REQUIRED TO HAVE THE FOLLOWING ESSENTIAL QUALIFICATION, KNOWLEDGE AND EXPERIENCE: EDUCATIONAL QUALIFICATIONS: * Masters Degree in Communications, Political Science, International Relations or related field; EXPERIENCE: * Minimum of eight (8) to ten (10) years working experience in similar or related fields; * Solid and proven experience in Public Service Reforms and in particular Institutional Development and Human Resource Management; and * Substantive knowledge of issues and challenges in the area in political governance in Africa and Liberia in particular. *Knowledge of the Liberian civil service KNOWLEDGE AND SKILLS: * Excellent working knowledge of MS Office-Word, Excel, Access, Power Point, Intra-Internet etc; * Familiarity with UN procedures preferable; * Must be self-starter with excellent demonstrated teamwork skills; *Sound judgment, excellent analytical skills, strong networking and interpersonal skills, ability to plan, organize and coordinate work and to cope with a demanding workload is expected; and *Excellent analytical and evaluation skills. BACKGROUND: UNDP in collaboration with the Government of Liberia launched the Small Arms Control and Micro-disarmament in July 2005 to increase security and promote peace, reconciliation and recovery at the local, community level and consequently the entire country. The programme aimed to capacitate communities and government to control small arms and light weapons (SALW) and armed violence. A one-year Preparatory Assistance Project was launched in July 2005 as a forerunner to a national’s Arm for Development Programme. In September 2005, the UNDP Bureau for Crisis Prevention and Recovery (BCPR) awarded US$ 90,000 to the UNDP Small Arms Control Programme to conduct a Campaign on the Danger of Proliferation of Small Arms and Light Weapons in Liberia. The objectives of the campaign included: 1. Pilot of a comprehensive campaign to promote human security and sustainable development by nurturing a culture of tolerance, co-existence and non-violence through the reduction and control of SALW; 2. Promote increased awareness and mobilize communities on the negative impact of the illicit production, proliferation and use of small arms; and 3. Impact positively on the collective conscience by information dissemination on peace building and non-violent resolution of conflict to assist in transforming attitudes and to facilitate the control of SALW in the Republic of Liberia. The scope of the campaign included: 1. Design/outline of a specific multi-media implementation methodology and budget to launch and conduct a signature advocacy campaign; 2. Sensitization of the populace on the proliferation/trafficking of SALW in the sub-region and potential destabilizing effects for Liberia; 3. Design or use of outreach tools to include innovative combination of documentaries, advertisements/discussions on national television/radio advertisements and articles in print media, press conference/briefings, brochure, concerts, sport events, seminars, essay competition, etc. and 4. Strategy to include focus group meetings and targeted advocacy to community and religious leaders, chiefs and government officials, youth and trade associations, women’s groups as well as mass awareness activities in communities. The UNDP Small Arms Control Programme is thereby seeking a Consultant to conduct a one-week evaluation of the BCPR-funded Campaign on the Danger of Proliferation of Small Arms and Light Weapons in Liberia. Under the overall guidance of the Deputy Resident Representative/Programmes and the direct supervision of the Small Arms Programme Manager, the Consultant will perform the following tasks: 1. Assess and evaluate the implementation and impact of the Campaign on the Danger of Proliferation of Small Arms and Light Weapons in Liberia; 2. Examine awareness/sensitization tools and methodology in order to highlight effectiveness in yielding required results as outlined in the terms of reference of the campaign; and 3. Highlight lessons learnt and suggest best practices in implementation of future awareness campaign on proliferation of SALW. DUTIES AND RESPONSIBILITIES: During the evaluation, the Consultant is expected to apply the following approaches for data collection and analysis: *Desk review of relevant documents (project documents with amendments made, review reports -midterm/final, donor-specific, etc); and prepare work plan; *Discussions with the Programme Manager and staff of UNDP Small Arms Control Programme; * Briefing and debriefing sessions with UNDP Small Arms Control Programme; * Field visits to selected project sites and discussions with project teams, project beneficiaries; * Consultation meetings; *Prepare a draft report; * Brief Programme Manager on findings and recommendations of the evaluation process; * Revise draft report taking into account discussions held; * Prepare and submit final report to the UNDP Resident Representative; and * Perform any other task assigned by the superiors. THE CONSULTANT IS REQUIRED TO HAVE THE FOLLOWING ESSENTIAL QUALIFICATION, KNOWLEDGE AND EXPERIENCE: EDUCATIONAL QUALIFICATIONS: * Masters Degree in Communications, Political Science, International Relations or related field; EXPERIENCE: * Minimum of ten (10) years continuous experience in the field of communications and information dissemination, preferably in a post-crisis setting; and * Proven experience in evaluation of awareness and mass information campaigns in post-conflict communities KNOWLEDGE AND SKILLS: *Excellent working knowledge of MS Office-Word, Excel, Access, Power Point, Intra-Internet etc; * Familiarity with UN procedures preferable; * Must be self-starter with excellent demonstrated teamwork skills; * Sound judgment, excellent analytical skills, strong networking and interpersonal skills, ability to plan, organize and coordinate work and to cope with a demanding workload is expected; * Excellent analytical and evaluation skills; and * Good knowledge of small arms control, development policy, rural communications set-up, and practices in Liberia and the Mano/Cavalla Rivers Basins.
