Background

Part of the primary mandate of the Ministry of Planning and Economic Affairs is responsibility for aid coordination as well as monitoring and evaluation of external assistance supported projects. As increased donor assistance is bestowed and international goodwill expressed for Liberia, the need to tailor this assistance to Government priorities becomes more apparent. Given the capacity constraints currently faced by the Ministry, the Liberia Reconstruction and Development Committee (LRDC) has temporarily taken up much of the responsibility of aid coordination as well as monitoring and evaluation. As this is an interim set-up, the Ministry is taking steps to build its capacity in order to be able fully to carry out its complete mandate in the medium term to long-term time frame.

Job Summary

Under the overall guidance of the Minister of Planning and Economic Affairs and the direct supervision of the Deputy Minister for Economic Affairs and Policy, the National Policy Associate for Aid Coordination ensures efficient and effective support to aid coordination activities in line with the national development agenda of the Government. She/he will work with key focal points in Government Ministries, Agencies and Departments, development partners and civil society as required for advancing national aid coordination policy and programme implementation.

Specifically, the National Policy Associate will be responsible to perform the following duties in close collaboration with the Assistant Minister for Economic Integration.

Duties and Responsibilities

1. Provide support to the preparation and implementation of the aid coordination related outcomes of the MDG-based Poverty Reduction Strategy (PRS) in collaboration with key focal points in LRDC and key stakeholders with the view of coordinating and harmonizing efforts.
2. Provide technical and advisory support to the Ministry on effective aid coordination mechanism, in view of other countries’ best practices.
3. Engage in regular dissemination of critical information and analysis emerging from various studies and assessments that are relevant to aid coordination in Liberia
4. Assist in the preparation as well as assessment of reports for submission to, and review by, MPEA and LRDC counterparts.
5. Provide essential support to the Ministry’s efforts in the realm of capacity building for improved aid coordination.
6. Work closely with donor agencies in the finalization of the donor assistance database (DAD) and all aid coordination tools, ensuring adequate skills transfer to Ministry staff for sustainable upkeep.
7. Facilitate and ensure harmonization and proper coordination of aid coordination efforts of key stakeholders/partners/donors in line with Government’s key aid coordination tool, the IPRSP and PRSP.
8. Assist in the re-establishment of the Monitoring and Evaluation Unit of the Ministry of Planning and Economic Affairs.
9. Perform other duties as may be required by the Minister.

QUALIFICATIONS AND EXPERIENCE

• Advanced degree in Social Science with emphasis in Public Administration, Political Science, Law or related fields including development, economics, and/or business administration
• Good research background.
• At least 3 years’ relevant professional experience

COMPETENCES

• Excellent written and oral English, with good report-writing skills
• Well developed inter-personal skills, a proven ability at networking with Government, civil society and donor agencies
• Computer literate
• Mature personality, capable of handling sensitive situations, and ability to establish professional rapports within Government and amongst Liberia’s key developmental partners.
• Ability to work under pressure and meet strict deadlines
• Team player and self-starter
• Proven flexibility and dedication, with a disciplined work ethics.
• Have a track record of being resourceful, able to take initiative and imaginative in creating opportunities and in resolving constraints related to the broad range of issues covered by the Ministry’s mandate
