Background

The Development Forestry Sector Management Project is funded from the World Bank's Trust Fund for Liberia, and is being implemented by the United Nations Development Programme. The main objective of the project is to build robust and transparent structures for economic and fiscal governance and prepare a foundation for good governance, economic recovery and growth in the forestry sector

Historically, the forest sector in Liberia has been a major component of the country’s economy. However, during the years of the civil war revenue from forestry activities was used to fuel conflict, leading to instability in the country and the surrounding region. As a result of this, UNSC timber sanctions were imposed to prevent the export of timber. In 2006 the enacting of a new National Forestry Reform Law (NFRL) resulted in the lifting of the sanctions, but also was an indicator of the progress in designing a new legal and governance structure for the sector.

The Forestry Development Authority (FDA) has begun a right-sizing exercise, moved it’s headquarters, and introduced a new temporary structure. There is now a need to assist the FDA to deepen the initial transformation of its current structure to ensure that it is more service-oriented and functional, and one that responds to the new forest policy and legislation. This process requires not only the involvement of the FDA Board, management and staff, but also key institutional stakeholders in the forest sector; the institutional reform is predicated on developing the key values and a vision that define the FDA’s mandate, roles, and responsibilities. The preparation of a 3-year corporate plan for the FDA is the proposed vehicle for this process.

Objective

The objective of this assignment will be to advise the FDA in the preparation of its first 3-year corporate plan

Job Summary

The consultant will work under the overall guidance and direction of the World Bank Task-Manager for the Forestry Development Management Project in Liberia. The consultant will liaise closely with the Managing Director of the FDA. Acknowledging that the LFI is a multi-donor initiative, the consultant will also work closely with all LFI partners in country and on visiting missions.

Specific Duties

1. Prepare terms of reference for local consultancy services to assist FDA to prepare its corporate plan, and assist FDA in the selection of a consultant.

2. Advise the FDA Board of Directors, the Forestry Management Advisory Group, the Strategic Planning Unit and key FDA managers during the planning and implementation of corporate planning exercise.

3. Provide feedback to the FDA and strategic institutional stakeholders on draft documents (including budgets) prepared as part of the planning process.

4. Advise and assist the Strategic Planning Unit and key FDA managers in the preparation of the draft corporate plan document, and participate in workshops to discuss the draft plan with FDA staff and institutional stakeholders.

Outputs

The outputs from this assignment will be:

1. A report on the terms of reference, work plan and budget, and reporting requirements for the local consultancy services to assist the FDA prepare its corporate plan (output of Task 1)
2. Regular monthly reports on the progress in the preparation of the corporate plan in conjunction with the local consultant (output of Task 2 and 3)
3. A report summarising the planning process, lessons learnt and recommendations for the supervision and updating of the FDA Corporate Plan. (output of Task 4)

Proposed timing

A draft of Output 1 shall be prepared and discussed with FDA and LFI partners during the first mission to Liberia. The final draft will be submitted following comments on the draft report.
Monthly reports will be submitted during the preparation of the corporate plan
A draft of Output 3 shall be prepared at the completion of the second mission, and a final draft submitted following comments on the draft report

Educational Qualifications and Experience

• A Master degree in Management, Business or Forestry.
• At least 10 years experience in public sector reform, preferably in the forest sector.

Competencies

• Experience in post-conflict countries, preferably in Liberia.
• Mature personality and capable of handling sensitive situations
• Fluency in the English language. Working knowledge of a second UN language an added advantage
• Excellent report-writing skills; excellent command of MS Office applications
• Team player and self-starter
• Ability to work under pressure and meet strict deadlines
