Background

Over the past decade, there has been a gradual increase in the prevalence of HIV/AIDS in Liberia, which was estimated at 8.2% at the end of 2001. A large part of the population is still at the stage of denial of the disease. I spite of awareness, no appreciable level of behavior change has occurred. Stigma and discrimination against people living with the disease is still common. The national response has been limited till the signing and implementation of the Global Fund round two grant in 2004. There is still more need to build national capacity at the central, local and community levels to plan and implement a decentralized, multi-sectorial response to the fight against the disease.

UNDP’s contribution to the multi-sectorial response is to assist the Government of Liberia in developing an effective response to prevent the spread of the disease and to improve the situation of People Living With AIDS (PLWAs). This will be achieved by supporting the development, implementation and monitoring of strategies and action plans at the national and decentralized levels and supporting targeted information, education and communication (IEC) initiatives aimed at raising awareness of the population on HIV/AIDS, achieving behavior change among specific population groups and reducing stigma and discrimination against people living with the disease.

The Programme Assistant will sit and work at UNDP in the HIV/AIDS/GFATM cluster under the direct supervision of the HIV/AIDS Programme Manager and will perform the following duties:

• Ensure continuous support for the Programme Manager in the execution of tasks at the Unit and record and file minutes of Unit’s activities;
• Receive and reviews proposals sent by implementing partners and advise the Programme Manager appropriately;
• Prepare annual work plans in close consultation with the Programme Manager;
• Ensure that Programme activities requested and implemented are in support of the National Strategic Plan of Action;
• Provide management and technical support to implementing partners;
• Monitor and supervise activities and submit quarterly and annual report to senior management of UNDP and donors;
• Take active part in regular meetings of partner organizations;
• Advise implementing partners on strategies that help to achieve targets;
• Serves as liaison between Gender and Human Rights programmes and provide support to crosscutting activities; and
• Perform other duties as requested by the Programme Manager.


ESSENTIAL QUALIFICATION, KNOWLEDGE & EXPERIENCE

• BA in the Social Sciences or its equivalence.
• Minimum of three to five years working experience in HIV/AIDS programme management.
• Ability to work effectively in a multi-cultural environment and understands the Liberian culture.
• Speaks, understands and write English effectively.
• Communicate effectively, efficiently and timely as required
• Competent team player.
• Computer literate with good skills in Microsoft word and excel.
