Background

The Global Fund to Fight Aids, Tuberculosis and Malaria and the United Nations Development Programme, in partnership with the Government of Liberia signed three agreements for program implementation in the Republic of Liberia in June 2004. In its role as Principal Recipient, UNDP is responsible for the financial and programmatic management of the GFATM grant as well as for the overall monitoring of the programme and supervision of the procurement of health and non-health products. In order to manage all the financial aspects of the implementation of the GFATM programmes so as to achieve the objectives of each of the Program Grants, a qualified and experienced Finance Officer will be recruited.

Responsibilities and Tasks

* The financial Specialist will have the following responsibilities:

1. Oversee financial management system and ensure maintenance of financial controls.
2. Prepare detailed cost estimates and detailed Budget proposals of the GFATM approved components.
3. Maintain financial records for the PR as per UNDP financial and accounting rules, regulations and policies and ensure their compliance.
4. Supervise processing of payments using ATLAS programme, ensuring accuracy of computation and completeness of supporting documentation and preparing for payments (check, bank transfer, cash).
5. Control all expenditures against the approved administrative budget allotment, and undertake monthly reviews to ensure budgetary disciplines to the organization.
6. Follow up of the budget execution of the Sub-Recipients and Implementing Partners; examine the variances and recommend the necessary remedial actions.
7. Prepare the Project’s Quarterly and Annual Cash Flow Forecasts.
8. Coordinate the elaboration of the Financial Monitoring Reports Disbursement Requests to be submitted to the LFA/Global Fund.
9. Prepare monthly bank reconciliation and effect recoveries as appropriate.
10. Prepare the annual work plans and the introduction of the information into ATLAS.
11. Prepare other information for the ATLAS budget revisions as needed.
12. Follow up and ensure the timely payments of services required by the Sub Recipients and Implementing Partners.
13. Develop a training plan for the sub-recipients' finance staff and conduct training on administrative and financial procedures.
14. Perform other duties as advised by the Program Manager.

Qualification requirements

• Advanced degree in Finance/Accounting, Business Administration or relevant field.
• Minimum 5 years of relevant experience in budgeting or financial planning, programming of projects, two of which should be in the UN financial system or other international organization.
• Able to work with minimal supervision (high problem solving skills)
• Computer literate in MS Word, Excel with advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
• Effective communication skills and ability to establish good working relationships with national authorities and international interlocutors.
• High moral integrity, impartiality and discretion with proven ability to work under pressure.
