Background
The Global Fund to Fight Aids, Tuberculosis and Malaria and the United Nations Development Programme, in partnership with the Government of Liberia signed three agreements for program implementation in the Republic of Liberia June 2004. In its role as Principal Recipient, UNDP is responsible for the financial and programmatic management of the Global Fund grant as well as for the overall monitoring and evaluation (M&E) of the programme and supervision of the procurement of health and non-health products.

The Monitoring and Evaluation (M&E) activities of the Global Fund Program have the following objectives: (i) to monitor and evaluate results and impacts of the program; (ii) to provide a basis for decision making on necessary amendments and improvements; and (iii) to promote accountability for resource use. In the monitoring of the program UNDP will follow the principle of results-based monitoring compatible with the Global Fund’s results based management/ disbursement approach.

In order to support the coordination of the project and preparation of the reports needed, a qualified M&E expert will be recruited to integrate the GF Unit.

Responsibilities and Tasks:

(i). Develop a Monitoring and Evaluation plan.
(ii). Prepare the M&E Procedures Manual for the use of the Sub Recipients.
(iii). Coordinate the collection, processing and analysis of the information on the approved indicators for the monitoring of the implementation of the Global Fund program.
(iv). Review existing M&E tools and give appropriate advise;
(v). Define the mechanisms to monitor the performance of the sub recipients.
(vi). Coordinate the preparation of the quarterly reports to be submitted to the Global Fund, LFA, CCM and UNDP.
(vii). Provide periodic information to the CCM on the monitoring of the GFATM program and assist the CCM in the identification of potential implementation problems and bottlenecks;
(viii). Coordinate Ad-hoc site visits that may be required by the Global Fund and its agents.
(ix). Identify the Sub-Recipients (SR) capacity in the field of M&E and provide training to fill the gaps identified.
(x). Any other tasks assigned by the RR of UNDP in its capacity as PR for the overall Management, Supervision, Monitoring and Evaluation of the implementation of the Program

Required Qualifications:

• A Masters Degree in Public Health/Health Sciences with at least 3 years M&E related experience
• Epidemiological literacy and skills in epidemiology surveillance,
• A firm grounding in programming activity M&E,
• Ability to work with minimal supervision (high problem solving skills)
• Have managed a project wherein systematic input, output and process data were colleted, summarized and used to guide programming,
• Understanding of the flow of data, at various levels,
• Capacity to advise on an integrated system that generates and links verified primary biological, behavioral, program and financial data,
• Excellent command of the English with strong writing, communications and facilitation skills
• Computer literate word, excel, power point and access
• Ability to work as part of a multidisciplinary team with national and international counterpart staff with an understanding of the prevailing political and social environment.
• Proficiency in English with excellent speaking and writing skills.
• Effective communication skills and ability to establish good working relationships with national authorities and international interlocutors.
