INTRODUCTION

In 2004, UNDP Country Office in collaboration the NTGL, and stakeholders initiated the Small Arms Control and Micro-disarmament Programme in Liberia to address the proliferation of small arms and light weapons as part of the wider effort at consolidating the peace process. The project has four main components namely:

1. Facilitating the Formation of the National Commission on Small Arms
2. Awareness Raising and Education
3. Revision of the 1956 Firearms Traffic Act
4. Voluntary Community Arms Collection for Development (VCACD)

In this light the Programme is seeking a Communications/Reporting Officer for its Public Awareness Campaign on Small Arms; Under the overall guidance of the Deputy Resident Representative, Programmes and direct supervision of the Small Arms Programme Manager, the Communications/Reporting Officer will work closely with staff of the Small Arms Programme and the National Information Officer to provide strategic information and outreach support to the Small Arms Team in the voluntary arms collection for development at the chiefdom levels.

The main tasks of the consultant will be:

Crafting sound messages and using the radio and other communication means to reach all groups in the chiefdoms working on Arms for Development projects. (Chiefdoms shall collect the remaining weapons after the Disarmament & Demobilization (DD) components and in turn are provided development projects).


ESSENTIAL QUALIFICATION, KNOWLEDGE & EXPERIENCE


• The Communications/Reporting Officer should have A Masters Degree in Journalism, Communication, Conflict Transformation, Humanities or related field.

• Minimum 5 years in the Communications field, preferably in a post-crisis setting;

• Possess excellent communications and advocacy skills. Ability to mobilize interest and support with a wide range of audiences

• Good knowledge of small arms control, development policy, rural communications set-up, and practices in Liberia and the Mano/Cavalla River Basins

• Excellent command of English and good writing skills is mandatory;

• Computer literate (MS-Word, MS-Excel, etc.)
