BACKGROUND GEMAP is a multi-component assistance program which is expected to assist the Government of Liberia to improve economic governance and financial management. It is centered around 6 key components namely 1) the securing of Liberia’s revenue base, 2) ensuring improved budgeting and expenditure management, 3) improved procurement practices and granting of concessions, 4) establishing effective processes to control corruption, 5) support to key institutions of Government and 6) cross cutting capacity building. The third component of GEMAP concerns the improvement of procurement
and concession processes and practices. Contracts and concession
negotiation and award have been undertaken over the decades in
a manner that makes it difficult to ensure confirm competition
in accordance with existing laws and policies and with international
standards or to assure their legality and enforceability once
arrangements are awarded, with weak external control and oversight.
There has been widespread conflict of interest in the selection
processes. Contracting and concession processes have not been
well tailored to the selection of the optimal candidate or the
maximization of the public good. Concessions awarded over the
decades have resulted in a high revenue loss to Liberia and Government
over the medium term. Therefore a nationally recruited Real Estate expert will be assigned to support the Contract & Concession Review Committee (CCRC) as resource person to the task of reviewing all lease agreements aimed at housing civil services in accordance with established international standards. The Real Estate expert will be responsible for the performing following tasks:
The Real Estate Expert (REE) will be responsible for assessing the construction contracts and lease agreements for housing and public buildings that the NTGL entered into through the GSA according to an established framework for reviewing contracts and concessions. The REE will work as a member of the Technical Secretariat supporting the Contract and Concession Review Committee (CCRC), and report to the Internationally Recruited Contract and Concessions Expert (IRCCE) that leads the Technical Secretariat. The REE will economically evaluate the lease agreements and provide her or his opinion to the Team Lead of the Technical Secretariat of the CCRC, to be used by the CCRC in recommendation to the President through the GEMAP Technical Team and Economic Governance Steering Committee (EGSC). EDUCATIONAL QUALIFICATION & EXPERIENCE 1. A Bachelor’s degree, preferably in economics, business administration,
urban planning, or similar. A certificate or diploma from an internationally
accredited institution in real estate sales or management, real
