JOB SUMMARY:

Under the guidance and supervision of the Senior Admin/HR Manager and direct supervision of the HR Analyst, the incumbent ensures execution of transparent and efficient HR services and processes in CO. The HR Assistant promotes a collaborative, client-oriented approach and provides support to the maintenance of high staff morale.


FUNCTIONS/KEY RESULTS EXPECTED:

1. Ensures administration and implementation of HR strategies and policies focusing on achievement of the following results:

* Full compliance of processes, records and reports and audit follow up with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control.

* Provision of information to the management and staff on strategies, rules and regulations

2. Implements HR processes focusing on achievement of the following results in regard to Service Contract recruitments:

* Organization of recruitment processes including vacancy announcement, screening of candidates and preparation for interview panels. Provision of information for elaboration of recruitment guidelines for the office and projects.
* Creation/update of positions in Atlas, linking of positions to COA, updating of COA information, setting up vendor, performing the functions of an Absence Processor in Atlas. Preparation of contracts (local SSA, SC). Timely follow up with Finance staff on Global payroll issues.
* Input and tracking of all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivities, recoveries, adjustments and separations, with regards to holders of SSA and SC contracts.
* Preparation of submissions to the Local Ad Hoc Panel and Local CAP.
* Provision of information on benefits/entitlements to national Subscribers and Experts.
* Maintenance of the CO rosters including e-rosters.


* Preparation of cost-recovery bills in Atlas for HR services provided by UNDP to other Agencies, with regard to holders of SSA and SC contracts


3. Ensures conduct of UN-related surveys focusing on achievement of the following results:

* Collection of information and preparation of reports for comprehensive and interim local salary, hardship and place-to-place surveys. Participation in the work of LSSC.

4. Ensures facilitation of knowledge building and knowledge sharing in the CO, with regard to holders of SSA and SC contracts, focusing on achievement of the following results:


Education: Bachelor’s degree in one of the Social Sciences or Management would be desirable, but it is not a requirement

Experience: 5 to 6 years of progressively responsible administrative work is required at the national level, experience with working within the UN system is an asset. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems required.

Language Requirements: Fluency in written and spoken English.
