Post Title : Finance and Admin Assistants (Four Positions)

This vacancy is open to applicants of either sex. Preference will be given to equally qualified women candidates. Preference will also be given to those candidates originating from the areas around the UNDP Field Offices.

Background

The UNDP Programmes of Small Arms, DDRR & Community-Based Recovery Programme are operating in the counties with the following main objectives:

• Social cohesion, peace building and restoration of peace;
• The strengthening of community structures and leadership through capacity building;
• The restoration of basic social services and infrastructure;
• Supporting sustainable livelihoods through training and microfinance;
• The re-insertion into communities of vulnerable groups, and the strengthening of communities and groups
• Empowerment of women for greater participation in the socio-economic life of their communities.

This is in line with the Millennium Development Goals of Poverty Reduction, whereby the UNDP Programmes-CBR, DDRR, Gender and Small Arms are committed to undertaking livelihoods related interventions aimed at creating self-employment through income generating activities, and the promotion of peace.

In view of the above, the UNDP Field Offices require competent and highly motivated Finance-Administrative Assistant who will provide support in the general running of the field offices for all the UNDP programmes active in the field including: tracking the daily expenditure, and Operational funds used for the various programmes, the monitoring of attendance of the staff, following up on requisitions for supplies, equipment, ensure field assets tracking/documentation and perform other financial and administrative duties.

The incumbent will work under the overall supervision of the County Coordinator, providing both Finance and Administrative support to all programmes present in the field office, working closely with the respective Programme Coordinators.


Job Summary


Under the direct supervision of the County Coordinator, the Field Office Finance and Admin Assistant is to perform the following functions:

• Assists the Programme Coordinators in the tracking of the respective UNDP programmes Operational Funds by processing of requests for payments or reimbursements, recording such financial transactions in proper bookkeeping procedures and as required, prepare periodic Financial Reports for Operational Funds Replenishment
• Related to this, s/he must ensure that all expenditure is properly allocated to the respective programmes, and entered in the ATLAS system.
• S/he supports the Livelihood Activities of the Field Offices by providing support to CBR CCU projects in proper bookkeeping and regular financial reporting, including supervision of financial transactions, particularly in relation to all lending and collection activities. S/he would ensure that all CCU transactions are scrupulously monitored and recorded, in accordance with prescribed systems and procedures.
• S/he assists the County Coordinator to process and arrange payment of casual workers and local suppliers.
• S/he assists the Programme Coordinators in the arrangement and providing of material and logistical support to the field activities of the field office.
• Assist the Field Office programme staffs in all commonly related matters relevant to the general day-to-day running of the field offices such as attendance sheets, tracking vacation dates, and other Human Resources tasks.
• On a regular basis or as needed, to track and document the receipt of office supplies, equipment, spare parts, fuel and oil delivered at the field office and to ensure that stocks are kept replenished;
• Serve as focal point for the receipt of incoming documentation and onward dispatch to respective programme units;
• Assist with the documentation and distribution of interoffice memorandums under the directive of the County Coordinator;
• Assist with the preparation, documentation and circulation of UNDP inter-programmes meetings minutes under the directive of the County Coordinator;
• In this connection the Finance-Administrative Assistant will maintain stock cards of all field office items, and maintain a Fixed Assets List of the capital assets in accordance with the systems and procedures prescribed by UNDP.
• S/he will perform other work related Finance and/or Administrative duties as may be assigned by the Programme Coordinators, through the County Coordinators.

QUALIFICATIONS AND EXPERIENCE

• University Graduate (BA/BBA) in Accountancy and/or Business Administration.
• Computer skills particularly in Microsoft Word and Excel.
• Willingness to be assigned in UNDP Field Offices
• A proven track record in Finance Positions and preferably with administrative experience of at least five years.
• ATLAS knowledge is an asset.

OPERATIONS SKILS

• Excellent organizational and presentation skills;
• Strong inter-personal skills with ability to promote participation and teamwork;
• Excellent written and oral communication skills; ability to speak local languages as asset;
• Strong computer skills (Excel spreadsheet and word processing applications, etc.); and
• A valid driver’s license an asset.
