BACKGROUND
Rebuilding Community in Post-conflict Liberia – Empowerment for
Change (RCPLEC):
(Jointly executed by the Trust Fund for Human Security/Government
of Japan/Government of Liberia /UNDP/WFP/FAO)
The Government of Japan and the United Nations prviding assistance
through the Trust Fund for Human Security to a project entitled
"Rebuilding Communities in Post-Conflict Liberia - Empowerment
for Change" that will be implemented in the Republic of Liberia
by the United Nations Development Programme (UNDP), the Food and
Agriculture Organization of United Nations (FAO) and the United
Nations World Food Programme (WFP). This project aims at supporting
communities in Liberia to restore their livelihoods by encouraging
their members to participate in the decision making processes
in the re-construction activities at the community level, it is
also expected to assist rebuilding the local communities in Liberia
and in turn contributing to sustaining the peace and security
in the country.
The Programme Analyst is the Task Manager and Focal Point of
the programme. He or she will work under the guidance of Country
Director and DRR-P and direct supervision of CBR Programme Manager.
The Programme Officer will be responsible for the performing following
tasks:
Key responsibilities:
1. Work as focal point and task force manager of HSF funded project
– Rebuilding Community in Post-conflict Liberia – Empowerment
for Change (RCPLEC).
2. Provide secretariat support to the RCPLEC Programme implementing
agencies (FAO/WFP/UNDP), including, inter-alia, establishing a
schedule for priority consultations, setting agendas, taking minutes,
monitoring follow-up actions, undertaking necessary consultations,
ensuring information sharing among WFP/FAO & UNDP, and, as
required, chairing meetings.
3. Monitor the status in implementation of the RCPLEC Programme
work plan to ensure due progress in close cooperation with the
project focal person of WFP/FAO.
4. Organize RCPLEC programme meetings on behalf of the chair and
draft RCPLEC Programme meeting reports and other reports pertaining
to the programme as and when necessary.
5. Organize Project Approval Committee (PAC) Meetings, present
the project proposals for PAC approval and draft meeting reports
and circulate the meeting minutes and follow-up.
6. Participate project steering committee meeting such as Agriculture
Coordination Committee (ACC) meeting under the chair of Ministry
of Agriculture and take minutes and follow-up.
7. Develop the programme operational strategy and the annual work
and budget for smooth implementation of RCPLEC programme;
8. Draft selection criteria of Implementing Partners in consultation
with the PAC. In addition undertake capacity assessments of the
NGO Implementing partners, and maintain a database for partners
and beneficiaries for efficient monitoring and evaluation.
9. Manage the RCPLEC Progarmme support team based in UNDP Head
Office and Programme County Office, and ensure the timely delivery
of priority tasks as defined in project document.
10. Assist in the overall coordination and management of the RCPLEC
Programmes in the County level;
11. Liaise with County Superintendent, Development Superintendent,
government line ministries in the county and UN and international
development organization
12. Assist in the implementation, monitoring and evaluation of
RCPLEC programmes in the County; identify the bottlenecks and
communicate with concern programme managers.
13. Oversee the ongoing management and administration of the RCPLEC
Programme.
14. Support all inter-agency activities with special reference
to the new opportunities cited in the Country Programme including
the CBR Joint Action Plan, IPRSP, UNDAF, CST, Early Recovery and
the GOL initiatives LRDC.
15. Ensure timely requests are sent to UNDP Procurement Unit for
stock replenishment, new equipment, or vehicle and machinery service/maintenance.
16. Ensuring UNDP concerns of gender mainstreaming HIV/AIDS, environment,
governance and human rights issues are adequately addressed in
RCPLEC programmes.
17. Any other duties as required or requested by the UNDP Senior
Management.
EDUCATIONAL QUALIFICATION & EXPERIENCE
1. Master Level degree in Social Science, Agriculture Science,
Sociology, Development Studies.
2. Minimum seven years hands-on experiences in community development,
rural development, community based recovery programme. Experience
in development progarmme monitoring and evaluation.
3. Good computer skills, namely literacy in a wide range of computer
applications, especially Microsoft Office applications;
4. Excellent interpersonal skills and cultural sensitivity to
effectively interact with a cross section of government officials,
local authorities, members of donor organizations, international
and national NGOs, civil society representatives, etc.;
5. Ability to undertake field travel in order to achieve objectives;
6. Fluency in spoken and written English with excellent drafting
and oral communication skills. Knowledge of one of the regional
languages will be an asset;
