Background

The Global Fund to Fight Aids, Tuberculosis and Malaria (hereinafter “GFATM”) and the United Nations Development Programme in Liberia (hereinafter “UNDP”) signed three agreements for program implementation in the Republic of Liberia in June 2004. Within the framework of the Agreements, the UNDP was designated as the Principal Recipient (PR). In accordance with its role, UNDP is responsible for the procurement of drugs and medical supplies for the treatment and management of Malaria, Tuberculosis and HIV/AIDS in the country. The National drugs Service (NDS) provides storage facility for these drugs and medical supplies. The supply chain management of these items needs to be ensured for proper management and reporting to the donor.

Duties and responsibilities:

Under the direct supervision of the Global Fund Program Manager the Field Monitor/pharmacist will perform the follow duties:

• Monitor the delivery of drugs and medical supplies procured for the Global Fund
• Do a monthly inventory of all drugs and medical supplies procured for the Global Fund and report to the Programme Manager.
• Supervise the distribution of Global Fund drugs to health facilities and drugs deports
• Monitor health facilities using Global Fund drugs and medical supplies as necessary
• Make sure that storage space at NDS is prepared for arrival of new drugs and supplies
• In collaboration with sub-recipients, review list of drugs and medical supplies before orders are placed
• Verify data base system in place at the NDS to register and control drugs and medical supplies received.
• Attend meetings of the LCM, TCC and partners meeting as necessary
• Ensure that drugs delivered at the NDS are in good storage conditions

EDUCATIONAL QUALIFICATIONS AND EXPERIENCE:

• A Pharmacist with knowledge in drugs/supply chain management.

• Minimum of three years working experience in drugs and supply chain management in a hospital or drugs storage and distribution center.

KNOWLEDGE AND SKILLS:

• Must have good knowledge of pharmaceutical products and their application to treatment of diseases;
• Sound judgment and analytical skills in forecasting drugs need;
• Good working knowledge of computer programmes, especially Excel, word and PowerPoint;
• Good monitoring and evaluation skills;
• Must be a good team player and be prepared to travel outside of Monrovia on monitoring Missions
