Post Title : National Community Development Assistant (Three Positions)

BACKGROUND

As the political environment in Liberia unfolds and there are positive developments in the peace process, UNDP and the CBR Programme need to be flexible and respond to the ever-changing situation. In addition, there is need to emphasize on communication and participation to ensure that flexible and responsive approach is developed from the outset taking into consideration the needs and aspirations of the target population as well as the government authorities in both the operational and programmatic aspects of the CBR Programme. In this regard the CBR Programme is recruiting a National Community Development Assistants in its Sub-offices.

Job Summary

Under the direct supervision of the County Coordinator the Community Development Assistant will be responsible for the performing following tasks:

1. Pertinent to the project document, review and assess the project areas, needs and priorities of the community people using participatory (PRA/RRA) methods, analyzing socio-economic data. Assist the community people to identify, select and prioritize rural infrastructure and other development programmes to meet their felt need.

2. Identify Government and key stakeholders in the county and districts, which gears towards interventions that support National Economic Recovery.

3. Getting information on potential project activities for the country of resident with special reference to obtaining baseline reference data for potential beneficiaries and identify verifiable indicators for local economy.


4. Focal point for the receipt and forward dispatch from DDCs.

5. Provide advice and training to DDC in identifying, assessing and formulating community based project proposals.

6. Assist in the coordination and support to interagency coordination with focus on (UNHCR, UNICEF, EFP, ILO, UN-HABITAT and non-UN agency present in the country).

7. Perform other administrative duties and functions as required by the County Coordinator.

8. Submit to the County Coordinator a comprehensive monthly report; to include activities performed during the month, highlighting achievements and making recommendations for future projects activities.

9. Conduct participatory monitoring of the project activities and involve other stakeholders in the program monitoring.

10. Assist the County Coordinator by providing all the necessary information about the micro-projects progress.

11. Assist to County Coordinator to select candidate for the competency based skills enhancement training - short term or long term.

12. To undertake whatever other tasks may be necessary for the smooth running of the project as directed by the County Coordinator.

QUALIFICATION, KNOWLEDGE & EXPERIENCE

• Degree in Economics, Business, Management, or Social Development;

• 3-5 years of practical experience in community planning, reconstruction and development and/or micro-finance;

• Proven project management and monitoring skills;

• Experience in working at the community level;

• Experience as a facilitator and trainer an asset;

• Experience of working in conflict affected areas an asset

• Operational Skills

• Excellent organizational and presentation skills;

• Strong inter-personal skills with ability to promote participation and teamwork;

• Excellent written and oral communication skills; ability to speak local languages as asset;

• Strong computer skills (Excel spreadsheet and word processing applications, etc.); and

• A valid driver’s license an asset.
