Post Title : Engineer (two posts)

Duty Station : Monrovia, Liberia (with frequent travel in field)

Duration : Initially Six (6) months

Type of Contract: Special Service Agreement (SSA) (equivalent to SC6 l level)

JOB SUMMARY

Under the direct supervision of the Procurement Specialist, the DEX Service Center Engineer will perform the following duties:

• Assess, evaluate and render advice on project implementation; duties including, but not limited to; material quantity surveys, cost estimates, work specifications, evaluation and suggestion of appropriate construction materials.

• Evaluate technical capacities of contractors and assess construction drawings for soundness and compatibility with Liberian construction laws.

• Monitor work progress for completeness and certify milestones for payment to contractors.

• Conduct technical review of project proposals submitted by UNMIL and other Agencies and submit revised proposals when appropriate to the Project Manager for review and approval for implementation.

• Liaise closely with logistics and procurement Units for the movement of construction materials from Monrovia to the project sites and arrange for safe storage on site.

• Monitor the implementation of the projects closely and provide monthly reports to the Project Manager and other colleagues on activities in the field.

• Share work plans with other colleagues in the Engineering Unit and provide/seek support as appropriate.

• Participate in meetings with the community to discuss work plan and progress.

• Carry out other duties that may be assigned by the Supervisor.

ESSENTIAL QUALIFICATION, KNOWLEDGE & EXPERIENCE

* University degree (BSC) preferably in civil engineering, construction engineering or the equivalent combination of education and experience in a related area.
* Minimum of eight (5) to years working experience in similar areas related to Construction of water supply, sanitation, school building, clinics, roads, bridges and community infrastructure;
* Substantive knowledge of issues and challenges in the area in humanitarian response in post conflict situation in Africa and Liberia in particular.
*Experience in multi stakeholders coordination is essential. Experience within the UN system, and in particular the substantive areas of in post conflict situation, or similarly related to work.
* Excellent working knowledge of MS Office-Word, Excel, Access, Power Point, Intra-Internet etc;
* Familiarity with UN procedures preferable;
* Must be self-starter with excellent demonstrated teamwork skills;
* Sound judgment, excellent analytical skills, strong networking and interpersonal skills, ability to plan, organize and coordinate work and to cope with a demanding workload is expected; and
* Excellent analytical and evaluation skills.
* Fluency in spoken and written English.
