Background

UNAIDS is the United Nations Programme on HIV/AIDS. Its mission is to lead, strengthen and support an expanded response aimed at preventing transmission of HIV/AIDS, providing care and support, reducing the vulnerability of individuals and communities to HIV/AIDS, and alleviating the impact of the epidemic. In its effort to support the Liberian Government response to HIV/AIDS, UNAIDS seeks to recruit a Country Response Information System Manager.
The CRIS is user friendly tool that facilitates the systematic storage, analysis, retrieval and dissemination of the information on country’s response to HIV/AIDS. It is a valuable tool to the national authorities housing information relating to indicators, resources and research providing countries with analytic tools for M&E activities.

Under the supervision of the UNAIDS Country Coordinator, the CRIS Manager will work with the national HIV/AIDS authorities to strengthen UNAIDS contribution to effective national leadership and strategic management of HIV/AIDS country programmes, primarily by:

1. Key responsibilities:

*Provide training and presentations on the Country Response Information System (CRIS) application to M&E Officers and other stakeholders;
*Coordinate the deployment of CRIS including configuration of CRIS at county level in Liberia, modify application reference tables, define local organizations, and export configured files from primary installation;
* Propose CRIS implementation strategies and provide primary support for questions about the installation and use of the application;
* Facilitate establishment and monitor implementation of processes to ensure flow of information to and from district via the CRIS application;
* Follow-up with districts on the successful application, deployment and progress on the collection of UNGASS indicators;
* As part of the follow-up of CRIS deployment, ensure that UNGASS data are obtained and housed at the national level for analysis;
* Support the development of a national information system on HIV/AIDS within the National HIV/AIDS Control Program (NACP);
* In collaboration with UNAIDS, Co-sponsors and other stakeholders, help to provide support to develop a national M&E framework;
* Assess country information technology resource needs; and

* Perform any other related task as required.

2. Linkages with other Units and inter-tasks

Regular liaison with UNAIDS Country Coordinator and UNAIDS M&E Officer
Regular liaison with West and Central Africa UNAIDS Regional Support Team and UNAIDS M&E adviser

EDUCATIONAL QUALIFICATIONS:

1. Masters Degree in Computer/Information Science or University degree in Social sciences with extensive experience in computer/information management;

2. Ability to advocate and communicate effectively orally and in writing;

3. Very good experience in database management and information systems;

4. Good exposure and training in CRIS system;

5. Good computer skills, namely literacy in a wide range of computer applications, especially Microsoft Office applications (Excel and Access). Some familiarity with databases, especially Microsoft SQL Server and Microsoft Access;

6 Ability to evaluate computer system requirements and diagnose application installation problems. Extensive experience with the CRIS application;

7. Sufficient knowledge of XML to assist local organizations in implementation of UN-standard indicator transmission format; and

8. Fluency in spoken and written English. Knowledge of one of the regional languages will be an asset;
