BACKGROUND:
The National Information Management Centre (NIMAC) is a technical assistance and capacity building project developed jointly by the Liberian Institute for Statistics and Geo-Information Services (LISGIS) and UNDP to respond to the data and information needs of the government and broader development community in Liberia.
The need for accurate statistics and information products and services is imperative at this stage of Liberia’s development. In addition to supporting the national development agenda via the iPRSP and tracking progress made towards the MDGs, significant information management capacity is needed to promote accountability and transparency and support national aid coordination efforts.
In concert with its partners, nimac aims to:
• Build information management capacity within the government, in particular LISGIS;
• Support government with information management services and products;
• Promote common standards and best practices;
• Support the monitoring and tracking of progress of key development frameworks within Liberia, the iPRSP and MDGs.

Rationale
The United Nations is committed to providing support to the new Government as it formulates its national development strategy. As the President has highlighted, prioritizing the counties and ensuring coherency between national and county-level policies and actions are vital steps to moving the country along the path of recovery and development. In support of these efforts, the United Nations is forming County Support Teams (CSTs) that can assist the county authorities in addressing issues ranging from security and governance to the rehabilitation of infrastructure. The CSTs will work to ensure that our planning and actions are coordinated and aligned with government priorities to ultimately expedite recovery and development while building capacity of local government to increasingly assume responsibility for the process.

The CSTs will, among other things, strengthen information management, ensuring increased availability and accessibility of accurate, timely and reliable data on local level socio-demographic characteristics for use in policy formulation, monitoring and evaluation of county recovery and development projects; enhanced capacities in counties to plan and to gather essential data; and increased knowledge of stakeholders at the local level socio-economic patterns and trends.
Working in cooperation with LISGIS and the National Information Management Centre (NIMAC), efforts will be made to use agreed standards for data and Information Management (IM), to develop and use common indicators and templates to facilitate the collection of county recovery information and other relevant information concerning stakeholders, actors and activities at the local level. In line with this objective, nimac is seeking to hire the services of highly motivated Field Information Officers in coordination with the CST structures to provide support for the development of capacity for IM in the various County Superintendent Offices in Liberia.

Management Arrangements
As a member of the nimac Liaison team, the Field Information Officer will report to the project manager. The Field Information Officer will also work closely with all staff in nimac to ensure that the flow of information is conducive and supportive with other aspects of NIMAC’s work.

The incumbent also performs the following duties:

• In close collaboration with the UNCT and UNMIL staff in the field, support the development and implementation of strategies for the collection and dissemination of recovery/development information needs and activities. In particular ensure that there is a good understanding in the Counties of the information management and data and survey standards, especially those promoted by LISGIS.
• Support the development and dissemination of county-level operational information products, including standardized data packs, Contact Lists, Who Does What Where reports and Meeting Schedules.
• Working under the guidance of their manager, develop and implement strategies for collection and dissemination of information on humanitarian needs and activities. In particular, represent nimac at coordination meetings, including supporting the various IASC Cluster and Sector Working Group meetings with nimac tools, products and services as required.
• Facilitate the flow of information and information products between nimac and the various focal points in the counties.
• Conduct training sessions for local government officials and UNCT and UNMIL staff members on the use of nimac tools and products.
• Other tasks as assigned by the nimac Project Manager.

ESSENTIAL QUALIFICATION, KNOWLEDGE & EXPERIENCE
• University degree in the social sciences, international development or related field.
• Three years related professional or volunteer experience preferably with an international organization.
• Strong organizational skills, including demonstrated ability to manage multiple and competing tasks simultaneously
• Demonstrated ability to prepare and deliver public presentations.
• High proficiency in computer usage with demonstrable abilities in spreadsheet applications and presentation software; database familiarity preferred.
• Demonstrated ability to function in emergency environments with competing deadlines and difficult living/working conditions.
• Ability to work independently with minimal supervision.
• High proficiency in the use of MS Office applications especially Excel and Access.
• Selected candidate will be expected to undertake minimum 50% travel time to various counties in Liberia.
