BACKGROUND

UNDP’s Community-based Recovery Programme provides support to the Liberian Government’s productive resettlement, reintegration, peace building and grass-roots governance at the community level in counties worst affected by the 14 years of conflict. The CBR Programme’s overall outcome is to contribute to lasting and durable peace in Liberia by productively engaging communities in the identification and management of their needs.

One of UNDP’s main areas of intervention is assisting in the building of capacities of rural communities and providing skills training and micro-enterprise development for sustainable livelihoods. Such activities must result in economically viable and socially cohesive communities that prioritize the promotion of human rights and gender equality.

The National Programme Officer, under the direct supervision of the CBR Programme Manager, will liaise closely with UNDP field offices and other programme units to carry out the tasks listed below.

Description of Main Duties:

Under the direct supervision of the CBR Programme Manager, the incumbents will have the following principal duties and responsibilities:

DUTIES & RESPONSIBILITIES

*Coordinate livelihoods-related activities across the field offices, ensuring that they are sustainable, participatory in nature and meet the needs of rural communities;

* Compile, analyze and disseminate lessons-learned and experience gained from on-going livelihoods activities, not limited to UNDP activities;

* Provide technical advice on income-generation, including micro-finance, skills training and community-based natural resource management;

*Ensure effective monitoring and evaluation of livelihoods-related activities;

* Develop and/or solicit project proposals, with a particular emphasis on women’s groups and community-based organizations;

* Participate in NGO capacity assessments and relevant coordination for a ;

*Support training workshops as carried out by field offices;

* Draft situation reports (weekly and/or monthly) on key issues and regular donor reports for advocacy purposes;

*Develop a work plan with a timeline to implement activities.

QUALIFICATION, KNOWLEDGE & EXPERIENCE

*Advanced university degree (Masters or equivalent) preferably in humanities political or social science, international development, political economy, public administration, economics, natural resource management, agriculture science or other relevant field; or the equivalent combination of education and experience in a related area;

* Three to five years hands-on experience working with rural communities in livelihoods, including micro-finance;

* Experience in monitoring and evaluation;

* Excellent drafting and oral communication skills;

*Sound knowledge and experience in community development, capacity development;

* Ability to take initiative;

* Knowledge and experiences in all participatory development and institutional development will be advantageous;

*Excellent interpersonal skills and cultural sensitivity to effectively interact with a cross section of government officials, local authorities, members of donor organizations, international and national NGOs, civil society representatives, etc.;

*Computer literacy;

Operational Skills

* Ability to take initiatives for pre-emptive measures and most efficient and effective approach to achieve results;

* Excellent interpersonal skills and cultural sensitivity to effectively interact with a cross section of government officials, members of donor organizations, international and national NGOs, civil society representative, etc;

* Excellent organizational and presentation skills;

* Strong inter-personal skills with ability to promote participation and teamwork;

* Ability to undertake field travel in order to achieve objectives;

* Active commitment to promoting the interest of marginalized people;

* Excellent written and oral communication skills; ability to speak local languages an asset; and

*Highly motivated, flexible, and capable of working under pressure.
