Post Title : Legal Consultant to the GRC

This vacancy is open to applicants of either sex. Preference will be given to equally qualified women candidates.

BACKGROUND:

The Governance Reform Commission (GRC) was established to promote principles of good governance in Liberia. The GRC was set up to:

• Review the existing programme for the promotion of good governance in Liberia with the objective of adjusting its scope and strategy for implementation. The Consultants were not able to receive a report of the review of existing programme.
• Develop public sector management reforms through assessment, reforms, capacity building and performance monitoring.
• Ensure transparency and accountability in governance in all government institutions and activities, including acting as the Public Ombudsman.
• Ensure subsidiary in governance through decentralization and participation.
• Ensure a national and regional balance in appointments without compromising integrity.
• Ensure an enabling environment, which will attract private sector direct investment.

The post will be based at the Governance Reform Commission and report to the Chairman of the Governance Reform Commission.

DUTIES AND RESPONSIBILITIES:

The specific goal for this consultancy is to put in place a foundation for promoting, sustaining and ensuring good governance in Liberia with specific reference to the following interrelated components:

• Public Sector Reform and Management;
• Local Governance Reform for Service Delivery;
• Legislative Reform;
• Judiciary Reform; and
• Strengthening Programme Management Capacity of the Governance Reform Commission (GRC).


Specific outcomes/results:

1- Anti-Corruption
• Professional Review and distilling of Anti-corruption Assessment Reports:
(UNDP/DFID Commissioned Scooping Studies on Corruption in Liberia dated Dec. 2005) with reference to portion on “key Elements or Building Blocks” of an Anti-Corruption Strategy for Liberia” dated March 2006, and other relevant documents for the formulation of an “Anti-corruption White Paper”.
• Ensure its compatibility with relevant provisions of the Liberian Code of Law and its larger relevance to Liberian circumstances and needs.
• Derive from the review, a streamlined Anti-Corruption Policy and Strategy highlighting specific goals, objectives, measures and mechanisms that can constitutive of a National Public Integrity System.
• Organize a workshop to bring together experts and practitioners from various agencies and institutions.
• Compile a Report resulting from the public consultations/vetting process.

2- Code of Conduct for Public Officials and Rules and Procedures for Civil Servants
• Ensure compatibility of both documents with relevant provisions of the Liberian Code of Law and its larger relevance to Liberian circumstances and needs.


THE CONSULTANT IS REQUIRED TO HAVE THE FOLLOWING ESSENTIAL QUALIFICATION, KNOWLEDGE AND EXPERIENCE:

EDUCATIONAL QUALIFICATIONS:

* An advanced University degree and background in the Social Sciences, preferably in Law, Public Administration, Political Science of International Relations.

EXPERIENCE:

* Minimum of five (5) years relevant experience in similar or related fields;

* In Social assessment, participatory rapid appraisal and related work in transparency and accountability issues; and

* Experience in Africa in general and post conflict jurisdiction is desirable.

KNOWLEDGE AND SKILLS:

* Excellent working knowledge of MS Office-Word, Excel, Access, Power Point, Intra-Internet etc;

* Familiarity with UN procedures preferable;

* Ability to work in a professional team together;

* Proven ability to work closely with government institutions, multi-lateral institutions and civil society in complex undertakings.

* Must be a self-starter with excellent demonstrated teamwork skills;

* Must be a Liberian citizen and able to meet strict deadlines; and

* Sound judgment, excellent analytical skills, strong networking and interpersonal skills, ability to plan, organize and coordinate work and to cope with a demanding workload is expected.

LANGUAGES:

* Fluency in spoken and written English.
