Background Liberia has just emerged from 14 years of brutal civil war, which left the country shattered, and with little capacity to function. With the holding of democratic election in October and November of 2005, which saw the election of a 94-member bicameral legislature and Executive Presidency, Liberia has taken the first tentative steps toward peace and reconstruction of the country. The civil war has its roots in the governance structure of the country over the years, which characterized itself through the centralization and control of power by the few to the exclusion of the majority of Liberians in the decision-making process. Development was top to bottom approach, with little input from the society outside government. Each ministry defined its goals and visions in isolation of that of the nation. The result was a fragmented approach to development, with a short to medium term focus. Most development initiatives were therefore not sustainable as the people for whom they were designed did not have a sense of ownership of these initiatives and did not have an input in their design. During the July 2005 Assessment Mission of the African Futures Institute to Liberia it was highlighted that the formulation of a National Vision for Liberia (utilizing a national long term perspective studies approach), particularly given the post-conflict nature of the state, would be an important undertaken for the following reasons To facilitate the formulation of a shared vision for Liberia, that all citizens can identify with. a number of reform activities are underway and there have been some level of dialogue taken place. There is now a need to upscale this dialogue and ensure synergies between different activities. There is a multiplicity of visions and agenda. Need to define a common agenda and goal. To develop a sense of commonality, particularly as there are so many different identities in Liberia To provide a sense of direction; especially for Liberia just emerging from conflict and at a crossroads. It is important to agree on where the country wants to be in 10, 15, 20, 25 years. Create a sense of ownership of the development process THE REQUEST Based on the recommendations of the July 2005 Mission Report of the African Futures Institute, which articulated a programming framework for a Shared National Vision for Liberia; the Government of Liberia is requesting technical assistance to pace up the process of the national visioning exercise; by ensuring the establishment an appropriate national mechanism so that the exercise can converge with and inform the PRS process. DUTIES AND RESPONSIBILITIES: The consultant will carry out the following tasks: Review of Conceptual and Methodological Framework, draft project
proposal, concept notes on the PRP process and draft policy proposals
on on-going reform measures Advocate for and ensure consensus (buy-in) by political parties and other interest groups to the process. I.e. Build a constituency for the national vision Refinement of Implementation Structure through the establishment of criteria, structure, and functions Develop and finalize a full project document, which outlines the objectives, activities and strategies and budget inclusive of a programme of work. EXPECTED OUTPUTS: The expected outputs are: * Full project proposal for the implementation of a national vision for Liberia, inclusive of detailed budget and programme of work * A clearly defined implementation structure with functions and criteria
The Consultant will be expected to make follow-up visits and input at strategic intervals. THE CONSULTANT IS REQUIRED TO HAVE THE FOLLOWING ESSENTIAL QUALIFICATION, KNOWLEDGE AND EXPERIENCE: EDUCATIONAL QUALIFICATIONS: * Advanced University Masters Degree in Social Sciences, Political Science, International Relations or related field; EXPERIENCE: * Minimum of eight (8) to ten (10) years working experience in similar or related fields; * Solid and proven experience in national long term prospective studies *Substantive knowledge of issues and challenges in the area in long-term development planning in Africa and Liberia in particular. KNOWLEDGE AND SKILLS: * Excellent working knowledge of MS Office-Word, Excel, Access, Power Point, Intra-Internet etc; *Familiarity with UN procedures preferable; * Must be self-starter with excellent demonstrated teamwork skills; * Sound judgment, excellent analytical skills, strong networking and interpersonal skills, ability to plan, organize and coordinate work and to cope with a demanding workload is expected; and * Excellent analytical and evaluation skills. Reform (2 ) Duty Station : Monrovia, Liberia (With constant travel up country) Duration : Three (3) Months Type of Contract : Special Service Agreement Starting date: : Towards the end of April 2006 This vacancy is open to applicants of either sex. Preference will be given to equally qualified women candidates. BACKGROUND: Liberia is just emerging from 14 years of civil war, which among other things has shattered the governance system. The war is primarily attributed to consistent bad governance for over a century. The peace agreement signed in August 2003 in Accra, by all the warring factions in the Liberian conflict, provided for among other things, the establishment of the Governance Reform Commission (GRC). The Goal of the programme put in place by the GRC is to develop the foundation for promoting, sustaining and ensuring good governance in post-war Liberia. The recent elections in Liberia in October and November 2005 ushered in a democratic and competitively elected Presidency and legislature. One of the main priorities of the new political dispensation of Liberia is strengthening democratic governance based on the principles of meritocracy, participation of citizenry, accountability and transparency. The UNDP Governance programme, one of the key thrusts of the Liberia Country Office programme framework, has the following objectives: * To contribute to the on-going post-war national reconstruction and development efforts in Liberia, with specific emphasis on good governance and sound economic management; *Arising from the above, to strengthen public institutions/organizations responsible for economic management, public sector reforms and gender empowerment, so as to make them more efficient, transparent and accountable in the performance of their onerous functions; and * Support the government of Liberia in restoring capacity (technical and logistical) for the effective and efficient operation of the government institutions and agencies in collaboration with other donors The Governance Reform Commission (GRC) has a programme of work
to strengthen public sector institutions to serve a vehicle for
social transformation and economic development; it is required
to develop policies, to draft and implement laws and to manage
the system defined by laws; to deliver services and manage the
public expenditure. * Conduct a census of civil servants; * Review of mandates functions and structures of Ministries and agencies; * Prepare a Code of Conduct for Public servants; * Revise civil service rules and regulations; *Prepare a blue print for decentralization; * Develop a draft national Leadership Programme; and * Formulate a program for developing a National Shared Vision. Following the completion of the review of mandates, missions, functions and structures of Government Ministries and Agencies and the data generated from the civil service census; GRC now needs to follow up with assessment of manpower needs of the public service and defining ideal establishment for Government ministries and Agencies. In addition the GRC needs to enhance the management and operation of the Public service and obtaining the necessary information by analyzing the data collected through the Census of Liberian Civil Servants. THE REQUEST The GRC therefore requires the services of two international
consultants to assist GRC determine optimum staffing levels in
selected three key ministries namely, Ministry of Finance; Ministry
of Planning and Economic Affairs; and the Ministry of the Internal
Affairs (MIA). The choice of these institutions as pioneering
the implementation of public service reforms can be explained
as follows: DUTIES AND RESPONSIBILITIES: The consultants will carry out the following tasks: A. Undertake an assessment of manpower needs in each of the three selected ministries and defining ideal establishment of the three ministries. This is an important activity which is establish the optimum number of staff required to deliver on the mandates of the Ministries effectively and efficiently at the least cost to government. B. Define Job description -. This activity will define the type of work, which the staffs are supposed to do to enable the Ministry or Agency to deliver on its mandate. The consultants will assist the Ministry/Agency to define and properly document the essential and relevant type of work, which the individual staff member is supposed to carryout in relation to outputs of his or her department and the Ministry as a whole. Job description will be done for key positions of the Ministry
or Agency i.e. heads of department, heads of sections and heads
of units. The consultants will assist the Ministry to determine
the relevance (contribution) of each job as it relates to the
expected outputs and the overall mandate of the ministry to the
effect that irrelevant or redundant jobs will be phased out. D. The consultants will review the National Census of the civil servants report and determine the implications of the findings to government and recommend appropriate measures to address the issues therein. EXPECTED OUTPUTS: The expected outputs are: * Redefined proposed organization structures of the 3 Ministries and Agencies; * Proposed staffing levels for the 3 Ministries above; *Proposed job descriptions and person specifications for key senior positions in the 3 Ministries; and * A report of the analysis of the data of the National Census of Liberian Civil Servants. The Consultants will present the above outputs to stakeholders in workshops that will be organized by the GRC. The international consultants will be working with one national consultant to carry out the above tasks. THE CONSULTANT IS REQUIRED TO HAVE THE FOLLOWING ESSENTIAL QUALIFICATION, KNOWLEDGE AND EXPERIENCE: EDUCATIONAL QUALIFICATIONS: * Masters Degree in Communications, Political Science, International Relations or related field; EXPERIENCE: * Minimum of eight (8) to ten (10) years working experience in similar or related fields; * Solid and proven experience in Public Service Reforms and in particular Institutional Development and Human Resource Management; and * Substantive knowledge of issues and challenges in the area in political governance in Africa and Liberia in particular. * Knowledge of the civil/public service in Africa. Knowledge of Liberian civil service will be an advantage KNOWLEDGE AND SKILLS: * Excellent working knowledge of MS Office-Word, Excel, Access, Power Point, Intra-Internet etc; * Familiarity with UN procedures preferable; * Must be self-starter with excellent demonstrated teamwork skills; * Sound judgment, excellent analytical skills, strong networking and interpersonal skills, ability to plan, organize and coordinate work and to cope with a demanding workload is expected; and * Excellent analytical and evaluation skills.
