DEMOCRATIC GOVERNANCE: PUBLIC SECTOR REFORM

Support has been earmarked for the Government Reform Commission (GRC) to enable them to pursue the national reform agenda as mandated by the Comprehensive Peace Agreement signed in Accra, Ghana in August 2003. Under the Governance Programme, UNDP has committed US$ 500,000 as initial support for the establishment and operation of the Commission. The Commission, established to promote transparency and accountability of government and to fight corruption, have begun national consultations and public forums with various stakeholders throughout the various sectors of society on reform issues.

The following activities are currently underway:
• Drafting of a Code of Conduct for Public Officials;
• Preparation of recommendations on the reform of the governance structure through the revision of mandates, functions, and structures of government agencies and ministries;
• Drafting of a Blueprint of Options for Decentralization in Liberia.


PROGRAMME ACHIEVEMENTS:
• Three professional Liberians are being supported under the TOKTEN modality to facilitate the work of the Commission;
• Activities have been initiated for carrying out a census of the civil service;
• Drafted a Rules and Regulations for Civil Service.

'In support of a national anti-corruption drive, UNDP, in collaberation with other international partners, completed a scoping study assessing the curent situation and trends regarding corruption within governement ministries and agencies.'
