DEMOCRATIC GOVERNANCE: RESTORATION OF GOVERNMENT

UNDP is helping to build the capacity of the government through the provision of logistical and technical support.

Logistical Support
Over US$ 750,000 in office equipment and supplies has been provided to 14 government institutions including: National Judiciary, Bureau of the Budget, Council of Economic Advisors, General Office of Auditing, General Services Agency, Ministry of Commerce and Industry, Ministry of Finance, Ministry of Gender and Development, Ministry of Justice, Ministry of Planning and Economic Affairs, Ministry of Rural Development, Ministry of State, Office of the Vice-Chairman, and Contract and Monopoly Commission.

UNDP managed the multi-donor contribution, which provided for the procurement of computers and computer accessories, desks and chairs, filing cabinets, stationery and supplies. UNDP undertook the responsibility of procurement to avoid duplication and misuse of resources. In December 2004, UNDP carried out monitoring activities on the beneficiary agencies and government institutions to verify the location and use of the items.

Technical Support
Technical support has focused on the provision of expertise and training to ensure that programme activities are effectively and efficiently implemented. UNDP worked in collaboration with various agencies to provide professional training to government officials and civil servants. The partnership included the Liberian Institute of Public Administration, the Ghana Institute of Management and Public Administration, the Africa Capacity Building Foundation, and the Civil Service Agency. Also, an enhanced training is being provided to senior government officials and technicians.

To further the support to NTGL, a Policy Specialist, a Monitoring and Evaluation Officer, and Information Officer are now being supported under the programme, as is a UNV Gender Specialist to provide guidance and direction on gender issues to the Ministry of Gender and Development. A Monitoring and Evaluation Specialist is being sourced for the RFTF Implementation and Monitoring Committee (RIMCO).

UNDP and UNMIL held training seminars for young leaders and members of civil society organisations (CSOs). UNDP, in collaboration with UNMIL, supported the implementation of a special workshop for students of the Foreign Service Institute at the Foreign Ministry. To further support Liberia's future leaders, the joint UNDP/UNESCO initiative African Leadership Programme, conducted across Africa, was launched in April 2005.
