Background

The SES is an key pillar of the Government's reforms intended to develop adequate surge capacity to provide leadership and management to implement priority programmes and catalyze strategic change in Liberia . The SES program has been established to attract and recruit competent and skilled Liberian professionals to help the Government work toward achieving effective management of public affairs, promoting economic growth and improving service delivery under the civil service code of conduct.

Objective

Provide high level leadership, technical and administrative support to the Office of the Director General in research, policy formulation, reporting on the budget process and capacity development.

Primary Duties and Activities

•  Develop plans/proposals for human resource and institutional capacity building based on a rapid needs assessment, which identifies specific training needs of strategic personnel and priorities.

•  Under the direction of the Director General, liaise with GOL (stands for???) and non-GOL partners in the implementation of capacity development.

•  In consultation with the Senior Economist and Assistant Director of the Research, Budget Policy and Research Section, d evelop reporting formats and forms for use by senior and middle level managers in submitting reports to the Director General and provide quality control oversight on their use.

•  Draft strategy documents for budget policy, budget administration and interagency coordination.

•  Prepare the annual report of the Bureau

•  Represent the Director General in economic management strategic coordination meetings.

•  Perform such other related functions as may be assigned by the Director General.

Qualification and Experience

•  Bachelor's degree in Economics, Finance or Public Administration, preferably in Economics or a Masters degree in one of these disciplines with four years of experience. Master's preferred.

•  At least six years of experience as an economic researcher or budget policy analyst in a private or public sector institution, preferably additional experience related to capacity building and results-oriented management or proposal writing responsibility.

Objective

Co-ordinate the various policy reform recommendations and undertakings requiring legal and judicial inputs to ensure consistency, especially those having legal, judicial and constitutional implications. This is to ensure that the reform process is continuous, the entire reform agenda is holistic and any long lasting effects will not only be positive but will also be one that the government and future governments can continue.  

Primary Duties and Activities

• Provide technical leadership in the area of judicial and legal reform to capacitate the Commission's pursuit of the most appropriate strategy to be applied in the conduct of the required assessment and evaluation of all of the ministries, agencies and institutions with great potential for improving the justice system and the rule of law
• Lead the facilitation of the legal, judicial and Rule of Law Forum to ensure that the consultation process leads into the open and candid sharing of ideas on how to deal effectively and comprehensively with the problems faced by the system
• Harmonize the Legal and Judicial Reform Policy and Strategy and modify it to reflect the Government of Liberia priorities
• Provide assistance to the Commission on all other policy reform undertakings, with the view to enhance the Commission's capacity for designing the appropriate and relevant policy and strategy mechanisms that not only respond to the challenges being posed but which are ideally founded upon the mandatory legal and constitutional requirements.
• Ensure the legality of all policy reform measures to be undertaken by the Government and that they are harmonized with international standards
• Assist the Commission in facilitating access to key stakeholders as well as appropriate institutions. Research and initiate contact with foreign law universities and colleges that offer fellowship and scholarships to foreign students to undertake programs in specialized areas of the law so that Liberia 's capacity in those areas of the law can be built and enhanced
• Assist the Commission to identify and create a mechanism for the Government of Liberia's compliance with its international treaty obligations  

Qualification and Experience

•  J. D/LLB from an accredited law school and fifteen years experience in constitutional or administrative law, contracts and policy, or an equivalent combination of experience, education and training which provides the desired knowledge, skills and abilities.  

Knowledge and Skills

•  Knowledge of generally accepted legal and legal writing techniques

Including, proper citation format and structure of various legal instruments and ability to conduct legal analysis in a thorough and complete manner

Objective

Primary Duties and Activities

Qualification and Experience

•  A master's degree, from a reputable institution, in agricultural extension, agronomy, animal husbandry, horticulture, agro-forestry or related field in agriculture; Ph.D. preferred

•  Must have at least 4 years experience in agricultural extension and/or agricultural research, with preference for management experience in a reputable agricultural institution.

•  Must have professional experience interacting with research specialists in crops, animal husbandry, pest control, fisheries, forestry or another sub-sector in agriculture

Primary Duties and Activities

•  Enforcement of filing and Revenue payment obligations

•  Audit of large Taxpayers Returns, financial statues and general compliance including desk audit

•  Evaluation of returns (Income Tax and Goods & Service Tax Returns)

•  Continuous update and management of the large tax payer data base ( Central Monrovia and Outstations)

•  Educate large taxpayer of their obligations under the Liberian Revenue Code

•  Collect overdue taxes from large tax payers

•  Review and verify accuracies of returns (2% turnover and withholding)

•  Maintain taxpayer tax payment ledgers

•  Issue determination tax payment as necessary

Minimum Qualifications and Experience

Ensure effective coordination and implementation of the Government's Land Administration Reform Program.

Primary Duties and Activities

•  Provide professional support to the office of the Deputy Minister for Operations to enhance the Ministry's effectiveness in land administration:

•  Coordinate the Ministry's endeavors to improve its administrative and regulatory effectiveness within the framework of existing laws;

•  Review existing internal institutional framework for land administration and propose revisions;

•  Review existing land surveying and mapping procedures and recommend measures for improvement;

•  Review existing land information systems and propose measures for improvements,

•  Coordinate implementation of selected and approved measures for improving existing land administration mechanisms.

•  Oversee the Ministry's land sector coordination role and performance as lead agency in national land administration and coordinate government's efforts to formulate a National land Administration Reform Program.

•  Coordinate all inputs by the Ministry to the National Land Administration Program formulation;

•  Provide national coordination services or advice to the inter-agency technical committee on land administration reform;

Reporting

•  Reports to the Deputy Minister for Operations who Chairs the Inter-Agency Committee on Land Administration Reform.

•  Receives reports from:

a) All staff of the Ministry involved with the Land Administration Reform program i.e, The Assistant Minister for Lands, Surveys and Cartography, the Directors of the Bureau of Land & Surveys, The Direct of the Bureau of Land Information & Training and the Director of the Liberian Cartographic Services; as well as the Technical Assistant for Land Services in the Office of the Deputy Minister for Operations.

 Minimum Qualifications and Experience

•  Bachelor's degree in Mathematics, Land Surveying, Surveying Engineering or a related science discipline. Master's preferred

•  At least eight years of experience in land administration, land reform systems, or land- related reforms in the public or private sector, with at least four years of practical experience. Minimum of 12 months of experience in coordination of entities around a common objective.

Knowledge and Skills

• Good understanding of the workings of the Liberian land tenure system including specifically the laws, regulations, institutional framework and land use culture

Objective

The Senior Development Economist will assist the Minister in developing the National Medium Term Planning agenda; spearhead the development of planning, monitoring and evaluation capacity within the Ministry and build Macroeconomic Analysis and Policy Formulation Capacity. The Economist will also conduct research, monitor data, analyze information and prepare reports and plans to resolve economic problems and develop models to analyze, explain and forecast economic behavior and patterns. The Economist shall advise on matters such as finance, fiscal and monetary policy, international trade, agriculture and natural resource commodities and labor and industrial markets.

Primary Duties and Activities

•  Conduct research and develop models to analyze, explain and forecast economic behavior and patterns and devise methods for collection and analysis of data

•  Forecast production and consumption of specific products and services based on records of past production and consumption and general economic conditions

•  Analyze factors which determine economic growth and advise on policies

•  Study mathematical formulae and statistical techniques and apply them to the testing and quantifying of economic theories and the solution of economic problems

•  Study reports from central and private bank on the nature of money, credit and the operation of banks and other financial institutions to contribute to the development of monetary policies and forecasts of financial activity

•  Monitor economic data to assess the effectiveness, and advice on the appropriateness, of monetary and fiscal policies

•  Examine statistical data on the exchange of goods and services with regional, continental and global trading nations

•  Review and analyze economic data in order to prepare reports detailing results of investigation, and to stay abreast of economic changes

•  Organize data into report format and arrange for preparation of graphic illustrations of research findings

Provide technical direction and support in carrying out the coordination and liaison functions of the Ministry.

Primary Duties and Activities

•  Provide technical support in preparation of Ministry policies, plans and programs.

•  Lead and guide the development of proposals for technical and financial resource assistance, including training in gender mainstreaming and gender audits. Oversee the conduct and reporting on the audits.

•  Provide technical support in preparing national reports on Liberia 's international commitment to promotion of gender equality, women's empowerment and rights of the child. Help ensure statistics are available for reporting on the Millennium Development Goals related to women and children.

•  Oversee the development of appropriate best practices and experience sharing to ensure that gender equality policies achieve the best results

•  Liaise with focal point officers in the key ministries and agencies and help ensure that programs and projects address gender equality issues and rights of the child. Provide technical advice at the stage of program/project development and ensure that the monitoring and evaluation plans include gender and age disaggregated indicators and others as appropriate.

•  Review policies and plans before Cabinet for their implications vis a vis the mandate of the Ministry of Gender and Development.

•  Lead in the design of assessments and provide quality oversight in the conduct and reporting on the results.

Minimum Qualifications

•  Experience. Six years of experience in a) designing and conducting gender or child focused research, preferably in Africa, b) conducting gender audits, c) implementing child focused or gender focused programs, preferably in Africa, d) development of results oriented proposals for resources, and/or e) success in mainstreaming gender and children into development programs and projects.

•  Education . A master degree in a social science degree relevant to gender and/or rights of children. Degree in child development or gender desirable.

Objective

Primary Duties and Activities

• In consultation with the Mobile Workshop Director, prepare routine and periodic maintenance schedules of earth moving equipment and all related machinery
• Conduct safety inspection of all earthmoving equipment and related machinery
• Ensure that repairs are made to earthmoving equipment and all related machinery
• Conduct in-house advance training for mechanics and related personnel
• Effectively manage a team to ensure all tasks are undertaken in an efficient manner

Reporting

• Reports to the Deputy Minister for Technical Services

Qualification and Experience

• A Bachelor Degree in Mechanical Engineering; Masters Degree in Mechanical Engineering is an added advantage
• At least five years experience as a Heavy Duty Mechanic (Master Mechanic) in earthmoving/construction Equipment

 Knowledge and Skills

• Knowledge of standard practices and procedures for maintenance and repair of heavy trucks and equipment
• Knowledge of operation and repair of heavy duty transmissions, pumps and hydraulic system
• Knowledge of operation and repair of diesel engines
• Knowledge of safe driving and traffic rules and practices
• Knowledge of the operation and preventive maintenance of various types of trucks and heavy equipment
• Good inter-personal skills, and communicates clearly (verbally and in writing) in English
• Good identification and solution skills
• Ability to diagnose and repair a wide variety of vehicles and equipment used in road maintenance and construction

Background

The SES is an innovative intervention intended to develop adequate surge capacity to provide leadership and management to implement priority programmes and catalyze strategic change in the reform process. Objective

Lead, plan and coordinate the procurement activities of the Ministry of Public Works including the training of personnel in procurement of goods and services.

 Primary Duties and Activities

• Coordinate bid process for the Ministry of Public Works in line with the laws and regulations of PPCC and Donors
• Consult with Departments on purchasing needs and bid specifications requirements
• Research vendors and contractors to determine alternative sources, types of materials, supplies, methods and availability, quality and price of products or services
• Effectively manage a team to ensure all tasks are undertaken in an efficient manner
• Undertake appropriate client relationships and set up mechanisms to monitor client reactions

Qualification and Experience

• Bachelor degree and five years experience in procurement/contracting or a related position. Or an equivalent combination of experience, education and training which provides the desired knowledge, skills and abilities
