Post Title: National Consultants for the development of a National HIV/AIDS and STI Strategic Framework by the National HIV/AIDS Control Programme (NACP)

Background
Under the leadership of the NACP, a National HIV/AIDS Strategic Plan (NSP) to guide the national response to HIV/AIDS in Liberia was developed in 2000 and updated in 2004 to last until March 2007. The overall goals of the strategic plan were: (1) to reduce the number of new HIV infections (especially among young people) and (2) to reduce the impact of HIV/AIDS on individuals, families and communities.

In view of the expected closure of the present plan, a process intended to develop a new National HIV/AIDS and STI Strategic Plan has been initiated by the NACP with assistance from development partners. The process is divided into two phases.

• Phase one involves conducting a comprehensive and inclusive review of the National HIV/AIDS response over the period of the past National Strategic Plan.
• Phase two will focus on the development of the new five-year NSF (2008-2012) based on the findings of the review and emerging issues that will be considered of importance in developing an effective response environment.

The entire process will be participatory, evidence based and contextually relevant. The exercise will be carried out by a team of international and national consultants knowledgeable of HIV/AIDS.
Tasks to be performed

• The Three national consultants will be recruited for a period of two months beginning 22 March 2007 to work with international consultants to develop a National Framework for
HIV/AIDS. The consultants will be expected to oversee the work of various Thematic Working Groups (TWGs) as follows:

• One (1) national consultant - Prevention,
- Treatment, Care and Support,
- Impact Mitigation

• One (1) national consultant – Management, Institutional and Co-
Ordination Arrangements

Resource Mobilization

• One (1) national consultant – Monitoring and Evaluation, surveillance and
Research

Major duties and responsibilities

• Take technical responsibility for producing the TWG report in the assigned area.
• Liaise with the Lead Consultant, NSC and NACP to ensure that the agreed scope and coverage of the thematic/geographic areas of focus are comprehensively addressed for the purpose of the review.
• Responsible for data collation, information analysis, and compilation and presentation of the TWG report.
• Participates in site visits and district level program and facilitate meetings in each site as required.
• Coordinate all the activities of the review for the thematic area including the fieldwork at all levels, information analysis, and compilation and presentation of the TWG report.
• Conduct literature search.
• Facilitate crosscutting issues inclusion where relevant to the TWG report.
• Be accountable to the Lead Consultant

Qualification of National Consultants

• Minimum masters degree in Public Health, Social Sciences, Epidemiology, and Demography or related Qualifications.
• At least 5 years of work experience in HIV/AIDS.
• UN and NGO work experience in HIV/AIDS will be an advantage.
• Experiences in dealing with relevant thematic areas.

Language Requirement: Fluency in Oral and Written English
