About DEX

UNDP arranges for its support to projects or programmes to be provided in one of four ways:

(1) National Execution (NEX) - this refers to management by a government entity
(2) Execution by other United Nations Agency
(3) Execution by Non-Governmental Organisation
(4) Direct Execution (DEX) - this refers to cases where management is by UNDP itself

The DEX modality is permitted only in exceptional circumstances where the national Government does not have the capacity to manage and implement programmes. In this regard, UNDP has the capacity and it takes the final accountability for the use of resources; also, UNDP has the final responsibility for production of outputs and achievement of project objectives. The overall work plan of a DEX Service Center includes building of Government capacity so as to be able to phase out from the DEX mode and return to the NEX mode as soon as possible.

The DEX Service Center supports the implementation of the Programmes that are in its portfolio. The DEX Service Center is organised in the following areas, which provides a useful description of how the DEX is involved in the implementation of the UNDP programmes:

*Financial Management
* Procurement
* Human Resources
*Administration and Logistics
* Reporting and Assessment

The DEX is involved in the execution of UNDP’s Programmes by linking the Country Office’s Programme to Operations – financial management of funds, financial analysis of the programmes, procurement, recruitment, administration, logistics, administrative and capacity assessments of implementing partners, reporting to donors, and, monitoring and evaluation. Hence, the DEX Service Center plays a crucial role in the execution of UNDP Programmes.

On a broader scale, the DEX Service Center aims to define and maintain a clear division of labour; ensure a system of transparency and accountability through its mechanisms and participation in the implementation of projects; and, building the capacity of the Country Office as a whole.
